The Organizational Setting

The Regional Office is primarily responsible for maintaining permanent contact with the States for which it is accredited, as well as with relevant organizations, regional civil aviation bodies and sub-regional bodies and United Nations agencies and programs. The Regional Office ensures inter-regional coordination and promotes the timely and harmonized implementation of ICAO policies, decisions, standards and recommended practices (SARPs) and air navigation plans. The Regional Office also provides technical guidance and supports States in their implementation activities.

In this context, the Technical Assistance Section of the Regional Office is responsible for supporting the administration of Regional Projects RLA/99/901, RLA/03/901 and RLA/06/901. It also supports the Regional Office in supporting and advising South American States on their needs for the appropriate implementation of ICAO policies, standards and recommended practices (SARPs) through Technical Assistance or Projects under the Capacity Building and Implementation Program.

The Regional Project RLA/99/901 – Regional System of Cooperation for Safety Oversight Cooperation (SRVSOP), with 12 Member States and one observer organization, is the RSOO for Latin America, whose objective is to establish and operate a safety system in Latin America with the necessary technology, logistics and administration. The SRVSOP’s mission is to provide assistance to States in overcoming their common problems in relation to the effective discharge of their safety responsibilities under SARPs and related ICAO documents. The SRVSOP has several regional activities with Latin American Aviation Regulations (LAR) being one of the most important. The position is under the Technical Cooperation Section of the Regional Office, the incumbent would be a member of the Technical Committee of the Regional System for Safety Oversight Cooperation (SRVSOP) and reports to the SRVSOP General Coordinator.

Major duties and Responsibilities

Function 1 (incl. Expected results)

Under the direction of the SRVSOP General Coordinator and in coordination with the SRVSOP Technical Committee support in the area of expertise in the following tasks:

  • Assist in the activities assigned in the AGA area for the development, harmonization and/or adoption of the Latin American Aerodrome Regulations (LAR AGA) and supporting documents.
  • Follow up on the conclusions and recommendations to be implemented by the SRVSOP Technical Committee in the AGA area.
  • Analyze, recommend revisions and updates to the Aerodrome Inspector’s Manual (MIAGA) and Advisory Circulars, according to the needs identified by the harmonization/adoption and use of the LARs.
  • Assist the SRVSOP in the review of proposals from the LAR AGA working groups, and related documents.
  • Propose amendments to the LAR AGA package to reflect operational needs, new trends, amendments to annexes and related ICAO documents, and technological developments.
  • Keep abreast of significant changes, best practices and developments in the area of Aerodromes.
  • Develop, keep updated and deliver courses related to the LAR AGA.
  • Coordinate technical assistance to Member States on issues related to airfields and ground aids.
  • Coordinate and assist in the preparation, generation of tasks, study notes and conduct of expert panel meetings, pre and post teleconferences, rehearsals and other related activities.
  • Assist and follow up on Member States’ plans and activities regarding harmonization and/or adoption of the LAR AGA package, including following up on States’ update of the SRVSOP gap notification system.
  • Maintain the ICAO electronic gap reporting system (CC/EFOD) up to date with respect to the LAR AGA set of the VSSOPRS.

IMPACT OF JOB PERFORMANCE

The position significantly impacts the delivery of the RLA/99/901 project. The incumbent’s technical support is necessary to ensure that the recommended standards and methods of Annex 14 and Annex 19 in relation to the area of aerodromes and ground aids are maintained and applied in the region by updating and maintaining the LAR AGA set.  The incumbent also impacts on the objectives of the project, such as the training of State inspectors by preparing and delivering courses and training to the States related to the provisions of the LAR AGA package.

Qualifications and Experience

Education

  • University degree in civil engineering, electrical engineering, airport engineering or other civil aviation technical discipline with demonstrated knowledge in the appropriate elements of aerodrome engineering relevant to aerodrome inspection.

Professional experience

  • Three (3) years of experience in the field of civil aviation; with at least one (1) year of experience as an aerodrome operator and/or at least one (1) year of experience in a civil aviation authority performing aerodrome operator certification and surveillance functions.
  • Must have successfully completed the ICAO USOAP CBT course in the area of AGA.
  • Experience in the development of regulations and associated documents for the regulation or oversight of aerodrome design and operation activity.
  • Demonstrated knowledge of ICAO standards and recommended methods in the area of aerodrome and heliport design and operation (Annex 14 Vol. I and II) and safety (Annex 19).
  • Knowledge of auditing techniques and competency definition and control. Desirable if you have participated in the preparation of your Authority to receive a USOAP Audit.
  • Knowledge of the operations and technical aspects of the operation of an aerodrome with international operations.
  • Knowledge of the provisions concerning the Convention on International Civil Aviation and its annexes.
  • Knowledge of Project Management is desirable.

Languages
