Your team

Within the Network Management Directorate, the “Information & Cyber” service delivers European projects related to information management, cyber security and EAD. The service participates to the development of the digital infrastructure enabling the SES Digital Sky transformation.

EUROCONTROL is at the centre of Aeronautical Information Services (AIS) and Aeronautical Information Management (AIM) and assists Member States by coordinating, developing and maintaining specifications and supporting material for the Aeronautical Information Services/Aeronautical Information Management (AIS/AIM) domain area. This also includes the further definition and support to the stakeholder transition to digital Aeronautical Information Management (AIM), in cooperation with ICAO, EC, EASA, SJU and SDM.

Your role

Your role will be to:

  • Analyse relevant requirements, regulations and provisions, and develop procedures, specifications and guidelines for the stakeholders’ transition to digital Aeronautical Information Management (AIM) focussing on the regulatory compliance.
  • Provide direction, guidance and support to relevant Agency working arrangements including WGs (e.g. AIM Group/Aeronautical Information Regulations Implementation Sub-group) to ensure effective collaboration and achievement of common objectives.
  • Coordinate with relevant stakeholders including the SESAR Deployment Manager (SDM) and participate in the development and maintenance of AIS/AIM planning activities (e.g. European Single Sky Implementation plan (ESSIP) / Local Single Sky Implementation+ (LSSIP+)) including identification, definition and follow up of implementation activities.
  • Contribute to the support to states activities assigned to the Unit and lead activities as required (e.g. ad-hoc trainings, workshops) to address challenges related to AIS/AIM related topics.
  • Manage in collaboration with EASA the AIS/AIM related activities included in the joint Work Programme, facilitate internal contribution and follow up agreed activities.
  • Present activities at international events and groups such as ATC Global, Global AIM, AIM Group, etc.
  • Contribute to relevant training activities in collaboration with the EUROCONTROL Aviation Learning Centre (ALC); design topic related training courses and provide content and training, as required.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Completed university studies of 4 years in a relevant area (e.g. Engineering, ATM) or of 3 years plus 1 year relevant experience.
  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • Minimum 5 years’ relevant working experience to carry out the described responsibilities.
  • Experience in applying ICAO provisions and EU Regulations relevant for AIS/AIM, including aeronautical data management, aeronautical data validation and aeronautical quality control procedures.
  • Understanding of EUROCONTROL’s specifications and guidance in the domain of AIS/AIM.
  • Stakeholder management & presentation skills.
  • Experience or ability in providing (AIS/AIM) training.
  • Experience in technical (AIS/AIM) project management.
  • Technical writing skills in English.
  • The following would be an advantage:
    • Understanding of applicable ICAO provisions and EU Regulations relevant for AIM SWIM related aspects of the CP1 Regulation.
    • Knowledge of Air Traffic Management (ATM).
    • Knowledge of EAD.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1 and acquire a basic knowledge of French at level A1 by the end of the probation period.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • Applications will be accepted from nationals of EUROCONTROL Member States only.
  • The selected candidate will be offered a contract of 5 Year (s) pursuant to the provisions of the Staff Regulations governing officials at EUROCONTROL. The contract may be renewed up to a maximum of 9 years or converted into an undetermined contract. Before being established in the post, the selected candidate will be requested to provide certified copies of their degrees and successfully serve a probationary period of 9 months.
  • Internal candidates
    If selected, the person will keep their current type of appointment duration (undetermined or determined).
    The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
