Context

This consultancy is to organize the IOM Teleradiology activities of the AI project and successfully implementation use of AI and initiate the operational research to evaluate the accuracy and operational efficiency of the use of the AI.  The result of the operational research will be provided to provided IOM MHD, as well as receiving country governments and respective global partners, with policy recommendations, which will guide their decisions on the long-term strategies and planes on use of AI.  In coordination with the IOM global radiology coordinator, and closely working with the IOM Teleradiology system specialist and other respective units, the consultant will be specifically responsible for the following activities:

Core Functions / Responsibilities
  1. Review the Request for information (RFI) applications of CAD vendors, extract relevant information from these applications and summarize them in a decision matrix.
  2. Discuss with IOM IT/technical implementer options for installation of CAD products and define questions for further clarification.
  3. Prepare and hold online discussion with selected CAD vendors to obtain additional information.
  4. Update (and finalize) decision matrix to support the IOM team to make a final decision on the vendor selection.
  5. Support IOM team and the implementing partners with the design of AI pilot projects around evaluation and use of CAD.
  6. Provide support and coordination with the implementers during installation of CAD software and the implementation of the pilot project.
  7. Assist preparing users guide and conducting users training the Teleradiology Center staff including the radiologists and the technical support staff on how to effectively use the AI and interpret the output of the AI with the known limitation and strengths and how to handle possible issues.
  8. Assist in writing the proposal for the operational research including the objectives, methodology, study design, plans on evaluation, data collection, data preparation methods and expected results and discussions.
  9. Assisting in the preparation of the data dictionary to be collected for the operational research for evaluating the accuracy, operational efficiency of the AI.
  10. Properly keep documentation of all documents related to the implementation of the project and operational research in a shared folder in a designated IOM internal network.
  11. Prepare summary reports and updates, and provide to supervisors.
  12. Conduct any other activities related to the project as may be needed.
Education
  • Completed Master’s or equivalent or higher degree in Biostatistics, Epidemiology, Public health research, or a related field from an accredited academic institution, with a focus in Tuberculosis diagnostics
  • Preferably postdoctoral fellow with PHD study focus on the TB diagnostics and AIs for TB detection and Migrants
Experience
  • Demonstrated work experience in evaluation and implementation of AI based Computer Aided Detection (CAD) technologies for TB detection programs.
  • Demonstrated knowledge and experience on operational research, designing, writing research proposals and health data management and data analysis, quality assurance, and detecting meaningful trends and patterns, and communicating findings.
  • Proficient knowledge and experience in extensive use of Microsoft packages, including Microsoft Excel, Word, PowerPoint, with comfort to lean new software and stat reporting tools.
  • Experience and knowledge in Migration health work, screening health assessments an advantage.
  • Experience with digital radiology and Teleradiology dataset systems, an advantage.
Languages

For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
