The Air Operations Assistant ( International Individual Contractor ) is to:
• Adherence to United Nations, Host Country and ICAO regulations;
• Provide efficient, timely, responsive, client-friendly and high-quality support rendered to UNSOS and its clients in the accomplishment of her/his functions;
• The work implies frequent interaction with, ASU staff, Transport, Movcon and Aviation staff, Host Nation Airport Authority personnel within the field mission area;
• Age, Gender, and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.
• A final statement of achievements towards peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

• Works closely with AIMS Focal Point to ensure JMAOC 100% compliance in the usage of AIMS.

Duties and Responsibilities
This position is located in Technical Compliance and Quality Management Unit within the United Nations Support Office in Somalia (UNSOS) based in Mogadishu. Air Operations Assistant (International Individual Contractor ) will directly report to the Chief, Technical Compliance and Quality Management Unit.
Within delegated authority, the Air Operations Assistant (International Individual Contractor ) will be responsible for the following duties:
• Monitors that air operations activities are conducted in compliance with Air Tasking Orders (ATOs), Standard Operating Procedures (SOPs), UN directives, Department of Peacekeeping Operations (DPKO)/Department of Field Support Aviation Manual, UN Aviation Standards for Peacekeeping and Humanitarian Air Transport Operations (UN AVSTADS), UN Aviation Safety Manual, ICAO, IATA and the host country’s Aeronautical Information Publications (AIP);
• Reviews and approves Air Mission Requests and ensures that the most suitable air asset(s) is/are assigned to a task to achieve the maximum safety, cost efficiency, and effectiveness in the mission support;
• Verifies the daily projected Air Tasking Orders (ATOs) for conformance and compliance with the requested tasks, resolves conflicting priorities, and ensures that ATOs are published and communicated to all relevant elements in accordance with the established procedures and deadlines;
• Manages routine (regular passenger/cargo, logistics resupply) flights and special flights for Sector 4, FOBs, and Dhusamareb;
• Ensures that the Daily Flight Schedule is produced in a timely manner;
• Ensures that AORM is conducted for each-and-every flight;
• Coordinates all CASEVACs/MEDEVACs in consultation with all other key stakeholders this includes NVG CASEVACs;
• Provides over-sight on military operational flights and ensures that all MATOs are approved for each task;
• Supervises timely coordination of diplomatic overflight/landing clearances, ground handling support, and hotel accommodation/meal/transportation arrangements for aircrews.
• Coordinates the integrated search and rescue operations for UN air assets and other aircraft upon request;
• Develops and implements aviation standard operating procedures (SOPs) in compliance with the DPKO Aviation Manual, ICAO, IATA, and respective AIPs;
• Provides initial training to new flight crew personnel, and monitors that flight crews are briefed and conversant with UN policies, flight safety procedures, and the latest applicable aviation standard requirements;
• Confirms that appropriate reference documents are readily available and accessible to all flight crew and aviation personnel;
• Manages JMAOC Archives Unit to ensure a systematic way of filing all Accountable Aviation Documents and for ease of retrieval of the same documents.
• Works on the administration of activities related to quality assurance and standardization (including aviation risk management);
• Coordinates maintenance programs and monitors serviceability of airfields and helipads;
• Works closely with AIMS Focal Point to ensure S4 JMAOC 100% compliance in the usage of AIMS.
Qualifications/special skills
High school diploma or equivalent is required.
Training and certification as a Commercial Pilot, or a Flight Operations Officer/Flight Dispatcher, or an Aircraft Maintenance Technician, or a Ground Operations Officer, or an equivalent military qualification is required.
Training in the safety and quality management and aviation internal audit is desirable.
A minimum of eight (8) years of progressively responsible experience in air transport operations or aviation safety is required.
For this position the certification as a Commercial Pilot, or a Flight Operations Officer/Flight Dispatcher, or an Aircraft Maintenance Technician, or an equivalent military qualification is required.
Experience in the use of ICAO standards and recommended practices is desirable.
Experience in the development and implementation of the safety and quality management systems is desirable.

English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in oral and written English is required.
