Org. Setting and Reporting

This vacancy is located within the Security Section of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). The incumbent will be based in Bangui and will report to Head of the unit on all security related matters.

Responsibilities

– Manage, administer, and supervise Aviation Technical Compliance Unit regarding all activities relating to Long Term Aircraft Charter Agreements and Letters of Assists (LOAs) to ensure availability of air assets, safe, secure, effective, and cost-efficient
air operations in the Mission
– Monitors that air operations are conducted in compliance with Air Tasking Orders, Standard Operating Procedures (SOPs), UN Directives, Department of Field Support (DFS) Aviation Manual, UN Aviation Standards for Air Transport Operations (UN
AVSTADS), UN Aviation Safety Manual, ICAO Standards and Recommended Practices and host country’s Aeronautical Information Publications (AIPs).
– Develop Statement of Requirements/Statement of Works to ATS, UNHQ for aircraft acquisition for the Mission. Participate in the initial aircraft inspections conducted by the Mission Aviation Safety Officer and verifies that the agreed aircraft specifications
are complied with. Conducts internal audits in coordination with AQAS Unit in accordance with the approved Section’s internal audit programme and internal audit plan, conducts random checks and inspection of civilian and military aviation units, conducts
aviation risk management activities in accordance with the established procedures.
– Monitors utilization of UN air assets and analyzes the statistical data obtained, maintains the electronic databases in accordance with the established procedures and deadlines, monitors that the appropriate documents are current, readily available and accessible to all aircrew members and aviation personnel, analyzes the aviation safety reports, identifies and recommends necessary corrective and preventive actions
– Prepares the annual aviation budget with inputs from both civilian and military components. Supervise Aviation Section Acquisition Plan and control expenditures, prepare, update and close acquisitions in coordination with the Sections’ Units,
Procurement and Finance Sections.
– Initiates performance evaluation reports for air carriers in the Contract Performance Reporting Tool (CPRT) application; ground handling and aircraft services providers as well as conduct initial and periodic quality control inspections, and contract
completion reports in close coordination with AQAS Unit, Contract’s Focal points and Chief Aviation Safety Officer (CASO).
– Ensure timely processing of invoices submitted by TCCs for reimbursement in terms of flight hours, aircraft rotations, positioning/de-positioning, extraordinary hazard claims and aircraft markings/painting. Ensure timely processing of ASECNA
invoices related to parking, landing, overflight/navigation charges for MINUSCA flights.

Education

High school diploma or equivalent is required.

Job – Specific Qualification

– Training and certification as a Commercial Pilot, or a Flight Operations Officer/Flight Dispatcher, or an Aircraft Maintenance Technician, or a Ground Operations Officer, or an equivalent military qualification is required.

– Training in the safety and quality management is desirable.

– Training as an aviation internal auditor is desirable.

– Knowledge of the Microsoft Office tools such as the Word, Excel and PowerPoint is required.

Work Experience

A minimum of ten (10) years of progressively responsible experience in air transport operations or aviation safety with at least three (3) years of supervisory experience on a position directly related to the coordination of complex air transport operations in the international environment is required. Experience in the development and implementation of air operations budget is required.
The minimum years of relevant experience are reduced to five (5) years for candidates who possess a first level university degree.

Experience in the use of ICAO standards and recommended practices is desirable.

Experience in international operations in a post conflict environment is desirable.

Languages

English and French are the working languages of the UN Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of French is desirable.
