1. POST CONTEXT
SHAPE provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
The Operations Directorate (OPS) delivers comprehensive situational awareness, enabling the identification of crises, and supports estimates, response options and planning. In monitoring NATO’s current operations, it enables SACEUR’s direction and guidance to be disseminated, ensuring coherent Joint Effects, whilst providing comprehensive assessments to NATO HQ.
The J3 is SHAPE’s organization for thinking, planning and acting strategically and comprehensively in multiple crises and operations simultaneously.
The Centre Support Branch (CSB) supports and integrates 24/7 the J3 effort by coordinating and facilitating the SHAPE crisis and operations Battle Rhythm, as well as enabling a staff support to the J3 Process.
The Operational Assessment Section (OAS) coheres strategic assessment on the accomplishment of NATO strategic objectives, making subsequent recommendations to inform the SHAPE decision making process.
2. PRINCIPAL DUTIES
The incumbent’s duties are:
1) Contributes to the implementation and further enhancement of strategic-level operations assessment framework.
2) Ensures coordination across SHAPE staff to provide strategic assessments and recommendations for NATO’s strategic military leadership, ensuring that staff actions are coordinated with other SHAPE directorates or departments, the operational chain of command, and when required, outside agencies and individual nations.
3) Ensures requests from subordinate commands receive the proper attention and makes recommendations for action; ensures NATO HQ and SHAPE guidance is disseminated and understood by subordinate commands; and, supports OAS representation at meetings, conferences, and boards.
3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
The work is normally performed in a Normal NATO office working environment.

4. ESSENTIAL QUALIFICATIONS
1. Professional/Experience
1) Proven ability to work in an international joint environment, with a good working knowledge of NATO’s military organisation, its operations planning procedures and its conduct of crises response operations.
2) Broad military/analyst background including previous staff experience, preferably in a NATO HQ, a Joint Command, or a national MOD.
3) Creative application of a wide range of analytical tools and principles, and the ability to communicate results of analysis at all levels with both specialised and non-specialised audiences.
2. Education/Training
University Degree in sociology, behavioural science, international relations or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.

English SLP 3333 (Listening, Speaking, Reading and Writing)
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

1) Strong operational background and familiarity with NATO operations assessment principles.
2) Independent with strong initiative, and the ability to complete tasks with little guidance or supervision.
3) Intimate knowledge of the DDA Family of Plans.

6. ATTRIBUTES/COMPETENCIES
1) Personal Attributes: The incumbent is expected to approach problem solving from a comprehensive inter-disciplinary perspective. The incumbent must be capable of multitasking. The incumbent may be required to work outside normal working hours and must show a high level of maturity and ability to work under pressure and tight timelines. The incumbent requires proactivity, results orientation and ability to prioritize competing demands to maximize productivity and efficiency. He/ she must be capable of translating general guidance into workable proposals and deliverables. The incumbent must be willing to work unusual hours in a multinational environment.
2) Professional Contacts: The incumbent will the required to coordinate with personnel from across SHAPE and ACO commands.
3) Contribution to Objectives: Direct impact to the COS directed SWHQ work and increase in OPSA capability.
CONTRACT
The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
