JOB DETAIL

1. POST CONTEXT

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE).  SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Strategic Development and Preparation (SDP) Directorate is responsible for the development, review and maintenance of Strategic Planning, Advanced Planning and Crisis Planning products for ACO; contributes to the development of strategic policy and concepts for ACO; preparation of the NATO Command Structure (NCS) and declared forces for current and future operations across the full spectrum of mission areas; developing Education, Training, Exercise and Evaluation (ETEE) direction and guidance in line with strategic policy; ensuring that forces are prepared in accordance with evaluation criteria; oversees and executes the ACO Lessons Learned (LL) process.

The J5 Division leads the overarching strategic campaign and operations planning processes to prepare for and respond to crises and conflicts that threaten the security and integrity of the Alliance.

The Strategic Policy Branch is responsible for the development of strategic policy and concepts in its area of expertise for ACO.

The Plans Directorate is responsible for the development, review and maintenance of Strategic Planning, Advanced Planning and Crisis Planning products for ACO; contributes to the development of strategic policy and concepts for ACO; preparation of the NATO Command Structure (NCS) and declared forces for current and future operations across the full spectrum of mission areas; developing Education, Training, Exercise and Evaluation (ETEE) direction and guidance in line with strategic policy; ensuring that forces are prepared in accordance with evaluation criteria; oversees and executes the ACO Lessons Learned (LL) process.

The J5 Division is responsible for the Development, Review and Maintenance of Strategic Planning, Advanced Planning and Crisis Planning products for ACO.

The Strategic Policy Branch is responsible for the development of strategic policy and concepts for ACO, development of initiatives and addressing issues dealing with NATO’s security and emerging challenges policy and military strategy, dealing with the implementation of superior HQ policy for and advising on European Security and SHAPE – EU relations, management of military standardization, Conventional Arms Control and WMD/CBRN Defense.

Within Strategic Policy Branch, this post leads, coordinates and synchronizes the support from the ACO community to the strategic analysis on potential ways to address the risks created by China’s increasing build-up of military capacity and its evolving military strategy.

 

2. PRINCIPAL DUTIES

 The incumbent’s duties are:

1)    Prepare J5 reports in relation to China’s increasing build-up of military capacity and its evolving military strategy.

2)    Propose and draft a SHAPE Directive to organise a SHAPE China Task Force.

3)    Coordinate with ACT and the NATO HQ China Task force on the potential ways to address China’s military build-up.

4)    Coordinate and support Directorates and Divisions on the China work strand.

5)    Track, monitor and coordinates the Lesson Learned and Lesson Identified topics.

6)    Coordinate and syncronize ACO training requirements and gaps within the China work strand.

7)    Ensure coherence with agreed Intelligence policy documents.

8)    Harmonise strategic military policy requirements within J5 branches.

 

3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

The work is normally performed in a Normal NATO office working environment.

Normal Working Conditions apply.

4. ESSENTIAL QUALIFICATIONS

1. Professional/Experience

    1) Possesses previous work experience in Chinese political or military strategic advisory role inside NATO bodies.

    2) Knowledge and experience in all NATO strategic policy, with minimum of twelve cumulative months of experience in positions related to          strategic policy topics.

    3) Comprehensive understanding of NATO structure, concepts, policies, and procedures.

    4) Demonstrated excellent ability to communicate orally and in writing.

 

2. Education/Training

University Degree  and 2 years function related experience, or Higher Secondary education and completed advanced vocational training  leading to a professional qualification or professional accreditation with 4 years post related experience.

3. Language

English – SLP 3333 – (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

5. DESIRABLE QUALIFICATIONS

1. Professional/Experience

1)  Previous work experience in a Joint environment.

2)  Experience in NATO software and applications: Tasker Tracker, NIP, EDMS.

3)  Bachelor’s Degree and Master Studies in relation with China strategic projection (development strategies, international law, hybrid activities or equivalent).

6.ATTRIBUTES/COMPETENCIES

1)    Personal Attributes: The range of personal attributes required for this post are very demanding and exacting, but without them the function will fail and SHAPE is not resourced with this kind of expertise. Foremost, an analytical mind is needed to identify and evaluate complex and competing issues and that can develop imaginative yet still pragmatic approaches. Inter-personal skills must also be highly developed. The post holder will be working in an international community where different cultural values and styles exist. The holder will need to be able to work successfully with staff at all levels of the organization, from the lower ranks during the analysis work up to the highest levels when presenting findings and recommendations. This requires tact, judgement and agility. High standards of personal and professional behavior and moral courage are also needed.

2)    Professional Contacts: The incumbent must be comfortable to engage with a range of individuals from across SHAPE, also with all of the NATO Command Structure and NATO HQ officials.  This will be a mixture of Military and Civilian personnel.  The individual must have a high level of maturity, understanding and be cognizant of sensitivities with an international environment.

3)  Contribution to Objectives: The post will directly impact the achievement of DDA and SASP, thanks to this post SHAPE will be able to provide undeterred strategic military advice on China topics and they reflect the mitigations measures highlighted at different levels aligned with a multi-dimensional challenge

CONTRACT

The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.

Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
