Purpose of Job
The regional Analyst – Climate Strategy and Delivery (CSD) will be competent in undertaking all tasks related to all aspects of project life cycle development and implementation related to supporting and expanding the Bank’s Green Economy Transition Approach (GET). This includes project origination, structuring, execution, implementation, technical cooperation, donor financing, and monitoring.
Reporting to the Climate Strategy and Regional Delivery (CSRD) Lead, this position is based in Kyiv (the Analyst will remain in Warsaw Resident Office until Kyiv Resident Office resumes operations) to provide close support on direct investment projects, policy dialogue activities, and capacity building, specifically contributing technical expertise, in addition to substantial knowledge of the banking life cycle. The successful candidate will also be required to travel extensively to visit clients’ operations across the EBRD’s Eastern Europe and the Caucasus (EEC) region; the role will also include elements of business/pipeline development, client management, and policy dialogue.
The EBRD has committed €50 billion of green financing in over 2700 green projects since 2006. The main goal of the CSD team is to mainstream the GET by promoting green investments and activities (in the following areas: climate change mitigation and adaptation, renewable energy, energy efficiency, water efficiency, materials efficiency, waste minimisation and environmental protection and remediation) throughout the Bank’s operations.
Accountabilities & Responsibilities
- Support operation leaders in and/or lead the implementation of green donor-funded programs managed by the EBRD, including the following: the GEF FINTECC Programme, the GEF Sustainable Bioenergy Value Chain Innovation Programme, the CIF High Climate Impact for the Corporate Sector Programme and the IKI Programme for Accelerating NDC and Promoting Sustainable Bioenergy, Agri and Land-use Practices in Ukraine.
- Work as an Analyst project team member at the project level to identify investment opportunities for climate and sustainable resource technologies (energy efficiency, water efficiency, materials efficiency, waste minimisation), contributing to all aspects of project structuring and execution, including supporting the operation leader.
- Support teams in Banking with marketing and business development efforts in the relevant sector and countries.
- Lead the identification and structuring of capital investment appraisals of GET investments and review the associated implementation and operational risks.
- Structure and manage outsourced assignments for technical and policy services to clients. These will include project preparation, sustainable resource audits and policy advice.
- Oversee the related GET due diligence processes ensuring they meet the Bank’s standards.
- In cooperation with relevant units within the Bank, initiate, support, and conduct selected policy dialogue projects and contribute to policy dialogue activities in a leading role or support function with local authorities and industry associations to improve the investment climate and strengthen the EBRD impact in the area of sustainable resources and green economy.
- Support provision of relevant information or documentation, towards efforts to procure grants and technical cooperation funds to complement investment projects or required as part of policy dialogue effort.
- Support operational leaders in monitoring project implementation with respect to the GET components.
Knowledge, Skills, Experience & Qualifications
- Relevant degree in a technical discipline, (e.g., agricultural or industrial engineering, environment, science); a combination of technical and commercial skills is advantageous.
- Significant, technical and commercial work experience gained from: i) an engineering and/or consultancy organisation; or ii) a company operating in the energy, chemical, construction, or manufacturing sectors; or iii) a bank, equity fund, advisory services, corporate finance firm; with a demonstrable track record of successful project development.
- Knowledge and experience with resource efficiency technologies and practices in the industrial and agribusiness sector with a very strong awareness and interest in the innovation throughout the value chains and specifically in technologies covering energy efficiency, water efficiency, waste management, process optimisation, materials efficiency, and operation of commercial assets etc.
- Proven track record in managing consultants and related assignments.
- Sound understanding of business and finance principles (including notions of corporate credit analysis).
- Good understanding of policy analysis and policy formulation in the areas of climate change, resource efficiency, energy efficiency, technology transfer and energy generation.
- Experience in emerging markets, including central and Eastern Europe and/or the South Caucasus.
- Computer literacy and excellent written/oral communication skills in English and Ukrainian.
- Ability to operate consistently within business guidelines and ethics and work sensitively in multicultural environments, building effective working relations with clients and colleagues.
- Self-motivated, ability to work to and meet tight deadlines and to plan and organise work unsupervised in a logical and efficient manner.
- Ability to communicate appropriate, concise and accurate information in verbal and written formats, appropriate to the audience at the time and confidence in handling senior stakeholders.
- The ability to tackle issues and problems in a logical and practical manner.
