Purpose of Job
The Analyst, Gender GEFF Coordinator, G&EI, is a member of the Gender and Economic Inclusion Team (G&EI) which consists of three pillars (Access to Skills and Employment, Access to Finance and Entrepreneurship, and Access to Services). (S)he performs thematic and pillar-wide duties and contributes to the preparation of core G&EI products and processes under the supervision of her/his line manager. Under the guidance of the pillar Associate Director, (s)he also advises Banking on the design and structuring of the transition impact or gender additionality of stand-alone Projects and Frameworks. In coordination with the Associate Director and other members of the team, (s)he also provides input into gender and inclusion policy dialogue activities, a key focus of VP3, and may lead TC projects supporting project or policy interventions.
Given the regular demands from senior management, the Analyst, gender GEFF Coordinator, G&EI, is expected to show strong initiative and take the lead on engagement with banking OLs, clients, and external stakeholders, where appropriate.
As part of the Gender and Inclusion Team, the Analyst, Gender GEFF Coordinator shall act as the EBRD focal point on gender-mainstreaming green credit lines, branded as GEFFs, and will design, implement, manage and lead the activities as initially outlined in the GCF-GEFF Gender Action Plan. S/he will ensure that gender activities in each of the Programme countries or in each GEFF meet the objectives set. The Analyst, Gender GEFF Coordinator will provide conceptual and technical guidance and analytical support to locally-based gender experts and implementation consultants in delivering Facility-specific activities. (S)he shall liaise with internal and external stakeholders and clients to establish partnerships and coalitions to support the effective mainstreaming of gender in the EBRD’s green agenda.
Accountabilities & Responsibilities
The Analyst, Gender GEFF Coordinator shall be responsible for the following:
- In line with the Bank’s Transition mandate, the Analyst, Gender GEFF Coordinator, G&EI, supports the design of Inclusive TI and the implementation of related projects (frameworks, initiatives and stand-alone) elements and interventions, through engagement with Banking project teams under the guidance and supervision of the more senior team members and in consultation with the Impact and Climate Strategy Delivery teams’ colleagues through participation and presentation of the project working groups, specifically on GCF-funded GEFFs;
- Manages the gender additionality (gender Smart tag process) and works with the relevant the banking sectors and the EBRD countries of operations in systematic identification and implementation of the gender additionality pathways, specifically on GCF-funded GEFFs;
- Performs ad hoc assignments, including research on financial sector landscape, or countries’ regulatory and other policy developments on inclusive climate finance; drafting of briefings and presentations for senior management;
- Acts as operational leader for EBRD-led Technical Cooperation (TC) to implement the GCF-GEFF Gender Action Plan and ensure delivery of all outputs (interact with the Grant Unit; procurement, contracting, and TC management and monitoring; etc.); among which:
- Promote awareness about the GCF-GEFF credit lines among both men and women potential sub-borrowers and ensure the equitable access to climate finance by providing support to outreach activities;
- Design online and offline training activities for participating financial institutions (PFIs) in collaboration with the GFS department; engage with the PFI Senior Management and hold gender training sessions;
- Manage the development of knowledge products – printed, multimedia or other format – and relevant communications and educational materials to disseminate lessons learnt, including providing technical advice and
- Support in the design and implementation of a marketing strategy to disseminate study findings and promote new products identified by baseline assessments;
- Ensure the quality of Facility-level marketing or knowledge products on gender-related issues;
- Develop indicators to be collected at the Programmatic level alongside the relevant templates and ensure the sex-disaggregated data collection process is streamlined and aggregated appropriately for reporting purposes;
- Reports to the GCF and other donors on the progress of the programme;
- Support with capacity building of GFS and FI banking, teams and other EBRD staff, including through on-the-job technical assistance, tool development, design and delivery of training modules and capacity building events, as needed;
- Knowledge management and development in the area of gender and climate change including knowledge and communications and relevant communications and other learning materials;
Knowledge, Skills, Experience & Qualifications
- A Master’s degree in economics, public policy, gender studies or a related field from a leading university (candidates with relevant work experience and a strong Bachelor’s degree may be considered in exceptional cases).
- Prior work experience of policy oriented or applied microeconomics (e.g at a central bank, regulator or other body overseeing or setting policy), or in banking or related consultancy services would be an advantage;
- Strong analytical and quantitative skills, including knowledge of Excel. Facility with other database/analytic software (eg Stata; MatLab) and information providers (e.g. Bankscope, Orbis, Bloomberg, FAO stat, WTO tariffs and World Bank WDI) would be an advantage;
- Excellent written and oral communication skills in English;
- Familiarity with the EBRD region of operations and work or study experience in the region is helpful;
- Knowledge of one or more languages of the region is an advantage.
