Purpose of Job

The Analyst for Impact Methodology and Blended Finance is part of the Impact department and plays a role in implementing the Bank’s mandate to promote transition in the EBRD’s countries of operations (COOs). Working in close cooperation with other Bank groups (Donor Partnerships (DP), Banking, Credit, ESD, OGC, specialists in CSD and PSD) the post holder implements the Bank’s transition impact architecture. In addition, the post holder assists in running an integrated system of ex-ante assessment, monitoring, self-evaluation and knowledge management to maximise the impact of the Bank’s activities and ensure a compelling and credible communication of that impact.

The Analyst will have a specific focus on assessing and monitoring projects that involve donor funds. EBRD has committed to increasing impact across a range of areas including green, inclusion, digitalisation and improving crisis resilience, covering all sectors and financing instruments. This position is critical to continue to respond to donor requirements on assessing the impact of projects, with a focus on methodology development for highly impactful interventions across a range of parameters, alignment with SDGs and widely recognised ESG metrics, self-evaluation and concessional funding. Given the donor focused nature of the work, the role will involve working with DP Results Hub on donor related tasks.

Accountabilities & Responsibilities

  • Assisting in enhancing transition assessment methodology through reviewing its application to projects, understanding the relevant monitoring indicators and the associated impact measurement across key areas of interest to donors (e.g. green, inclusion, resilience and digital);
  • Providing targeted support with assessing and monitoring projects that involve donor funds
  • Supporting with the content of updates to the Monarch TOMS system to ensure that these broader impacts of projects are fully captured in our assessment methodologies;
  • Facilitating the application of impact metrics internally and externally including mapping alignment with SDGs and supporting outreach activities and donor engagement on impact metrics.
  • Analysing aspects of the impact of Bank projects and operations related to donor funds under the direction of other economists;
  • Ad hoc assignments, including background research on specific donor related priorities, drafting of briefings, presentations, and short impact related analyses;
  • Compilation and maintenance of relevant datasets, especially those relating to donor funds.

Knowledge, Skills, Experience & Qualifications

  • A Master’s degree in economics or a related filed from a leading university (relevant work experience and a strong Bachelor’s degree may be considered in exceptional cases);
  • Excellent written and oral communication skills in English;
  • Prior experience in project design and appraisal;
  • Sound understanding of EBRD mandate, strategic objectives, investment and TC operations and knowledge of the Bank’s transition impact methodology;
  • Strong analytical and quantitative skills, including knowledge of Excel. Facility with other database/analytic software and information providers (e.g. Orbis, Bloomberg, etc) is an advantage;
  • Familiarity with the EBRD region of operations and work or study experience in the region is an advantage;
  • Knowledge of one or more languages of the region is an advantage.
