The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation.  The IEA operates as an autonomous body within the framework of the OECD. Both the IEA and the OECD seek opportunities to work with an increasing number of non-members of growing importance to the world economy. The Agency aims to foster the contribution of the energy sector to economic development and environmental sustainability across the globe.

The successful candidate will have a strong analytical background with a good understanding of trade patterns for clean energy technologies and material commodities, as well as the factors underpinning those; experience with development of bottom-up system models to project future scenarios; experience with the quantitative analysis of trade flows and routes, as well as related databases to inform model calibration and analysis; and a proven track-record in drafting reports.

The chosen candidate will be part of a dynamic team of enthusiastic professionals in the IEA’s Energy Technology Policy Division. The division actively analyses possible future roles for new and emerging clean energy technologies and their supply chains within the energy sector, spanning from end-use sector applications to the provision of low-emissions fuels such as hydrogen, and the required distribution infrastructure.

Main Responsibilities

Energy analysis and drafting

·       Be responsible for the development and calibration of the new clean energy technology trade model and the analysis of input data (including policy frameworks) and scenario outcomes; identify trade flows and routes, using relevant software as appropriate.

·       Draft focus sections, reports, commentaries and briefings on clean energy technology trade patterns, in collaboration with other analysts and technical experts in the division.

·       Contribute to the preparation of the IEA’s Energy Technology Perspectives (ETP)  publication, carrying out quantitative and qualitative analysis of clean energy technology trade.

·       Work with other staff engaged in the analysis of topical clean energy technology issues. Provide intellectual input in developing thought leading analysis of future energy technology trends.

Liaison and Outreach

·       Collaborate with other Divisions and Directorates in the Agency, the OECD and other national and international organisations, the energy industry, technology developers and research bodies in the analysis of the impact of clean energy transitions on the energy sectors and industrial base of Member and non-Member countries.

·       Participate in meetings of IEA standing committees, working parties and other groups and their preparations as required; participate in relevant meetings of other international organisations; provide support for the development of reports, analyses and information items for these meetings. Hold presentations in these meetings as required.

·       Maintain contacts with members of national delegations, other international organisations, representatives of industry, and other institutions involved in energy technology assessments.

·       Promote the work of the IEA externally to a wide range of audiences through organising and participating in workshops, making presentations and holding bi-lateral meetings.

Ideal Candidate’s profile

Academic Background

·       An advanced university degree(s) in a relevant discipline (e.g. economics, engineering, mathematics or other).

Professional Background

·       At least three to seven years’ experience in applied economic and quantitative technology analysis in a clean energy context; prior exposure to the use and interpretation of large-scale energy models is an asset.

·       A good understanding of the energy sector (production of energy, transformation and use, trade, energy policy priorities and challenges) and its related material supply chains, and the implications of clean energy transformations.

·       Proven skills in drafting reports and other relevant written material, addressed to non-expert audience.

Tools

·       Excellent command of Microsoft Office suite, especially Excel, Access and Power Query.

·       Good knowledge of Python, R and/or Matlab as well as GIS software is an asset.

Languages

·       An excellent written and oral command of English. Good knowledge of other language(s) would be an asset.

Core Competencies

Selection Process

·       For retained candidates, written tests/video-recorded interviews are foreseen mid October and panel interviews are planned for end of October.

Contract Duration

·       A two-year fixed term appointment, with the possibility of renewal.

What the OECD offers

·       Depending on level of experience, monthly salary starts at either 6 672.15 EUR or 8232.66 EUR, plus allowances based on eligibility, exempt of French income tax.
