This Analyst in monitoring and evaluation will support efforts in Cameroon to deliver the objectives of the EPI program, under the guidance and direction of the Program Manager and other team members. The Monitoring and Evaluation analyst will manage different components of the program and engage with national and sub-national stakeholders in cross-cutting disease programs and MOH departments. The Analyst will provide both strategic and technical support to MoH relevant departments to meet project-specific objectives and milestones within stipulated timeframes, working closely with CHAI’s Global Vaccines Delivery team.

The position will be based in Yaoundé with domestic travel expected.

Responsibilities

  • Support implementation of Vaccines projects to strengthen EPI capacity and management and to meet donor objectives and timelines, including development of reports to donors
  • Support the development of guidelines, workplans, budgets and other materials for key activities
  • Support vaccine’s program team and MoH in developing and implementing the programme ensuring for supporting improvements in strengthening management and governance, service delivery, supply chain, and other Routine Immunization aspects
  • Optimize program management dashboards and existing implementation and reporting mechanisms in alignment with broader immunisation program strategy laid out by MoH and vaccine’s program outcomes to facilitate effective oversight and management, encompassing key input, processes, output, and outcome indicators.
  • Conceptualise effective measurement mechanisms and lead the implementation of a Monitoring & Evaluation framework at the EPI through the Vaccine’s team.
  • Conceptualize, design, and coordinate program impact and progress evaluation surveys
  • Assimilate and triangulate information from multiple sources such as DHIS2, IHME, MNCH datasets, other health data sets, other non-health government data sets, localised datasets, and surveys to monitor performance and inform strategy refresh
  • Significantly contribute to internal and external capacity building initiatives by the team for improving data handling and decision-making competencies of target trainee cohorts
  • Significantly contribute to documentation of programme progress through reports, presentations, and templates for effective internal use and dissemination of reports at state and national levels
  • Collaborate with government to ensure skills transfer and government ownership, identify the most critical hurdles to scaling up, and develop innovative strategies to address them
  • Travel on short notice to the various parts of the country
  • Undertake any other duties as requested by the Programme Manager
  • Stay up to date with the latest knowledge, skills, policy/strategic guidance and industry trends in the immunization space

Contribute to strategic areas for expansion and support Program Manager in fundraising efforts

Qualifications

  • Master’s/Bachelor’s degree in operations research, statistics, economics, or allied areas
  • 6+ years of relevant work experience in public health demographics, M&E, advanced analytics, big data, and related fields
  • Deep understanding of DHIS2 and other health data sets
  • Prior experience in survey design, sampling, and running field assessments
  • Proficiency in advance statistical methods and data analysis using STATA, SPSS, SAS, R, QGIS and other statistical packages
  • High level of proficiency in Microsoft Office, particularly Excel, PowerPoint, and Word
  • Demonstrated ability to build strong professional relationships with a range of stakeholders in a challenging, multi-cultural environment
  • Excellent analytical (qualitative and quantitative) and communication (written and verbal) skills
  • Entrepreneurial mind-set, including ability to work independently, self-motivate, and propose and implement new initiatives
  • Ability to think strategically, handle ambiguity, and problem solve in a fast-paced, limited-structure
  • Fluency in English and French
