Purpose of Job
Under the Contribution Agreement between the EBRD and the European Union: Structural Reform Facility – Competitiveness Policy Priorities for Western Balkans (SRF CPP WB ‘the Action’), the EBRD will develop and implement a comprehensive programme to enhance competitiveness of the private sector, specifically micro, small and medium size enterprises (‘MSME’) in the Western Balkans and thus support EU accession efforts and the European Union’s Economic and Investment Plan for the Western Balkans (EIP) 2021 -2027.
The Action offers a harmonised approach in providing support to the Governments, and other relevant organizations with MSME mandate in the Western Balkan countries to enhance private sector and MSME competitiveness, with a focus on their digital and innovative development aligned with green transition principles, while enabling a conducive business environment and economic governance.
The Analyst, Program Coordinator will support the implementation and delivery of the Action providing support for the management of the Action and delivery under its tasks and objectives. In particular the Analyst, Program Coordinator will provide support in: i) defining competitiveness policy priorities (CPP); ii) implementing agreed CPP initiatives, i.e. technical assistance projects and interventions for improvement of investment climate and governance in the Western Balkans Countries; iii) communication with stakeholders and wider public, as well as reporting.
The Analyst, Program Coordinator will work under the guidance of CGPA Principal counsellor Western Balkans/RO Belgrade and CGPA Principal counsellor Western Balkans/RO Tirana and will collaborate closely with Donor Partnerships, as well as with other EBRD teams as needed to ensure coordinated delivery of the SRF CPP WB.
Accountabilities & Responsibilities
Under the direction from CGPA and working with more senior members of the team, the Analyst, Program Coordinator will contribute to the following areas of work in a leading or support capacity:
• Defining Competitiveness policy priorities:
o Coordinate with EBRD team members on consolidating inputs in the process of drafting the Competitiveness Policy Priorities for Western Balkans countries (in total 7 documents, 6 at country level and 1 at regional level);
o Support consultation and coordination with the European Union and stakeholders (including through country-level scoping missions and roundtables) in the process of consolidating and completing the CPP documents;
o Coordinate on annual updating of CPP documents.
• Implementing agreed CPP initiatives, i.e. technical assistance projects and interventions for improvement of investment climate and governance in the Western Balkans Countries
o Lead on TOR developments and internal (EBRD) submissions/ technical assistance projects approval process;
o Support in procurement of consultancy services contracts;
o Support in coordinating and monitoring implementation;
o Provide other support in relation to technical assistance projects administration.
• Communication and reporting:
o Support communication and visibility activities related to the Action while aligning these with EU and EBRD visibility rules;
o Lead on the preparation of Action annual reports to EU and other ad hoc reporting on the Action implementation;
o Coordinate internally, with stakeholders and EU on action implementation, reporting and any other communication related to the Action.
• Other ad hoc responsibilities on request.
Knowledge, Skills, Experience & Qualifications
• Advanced degree in a relevant field, such as economics, law, public policy or political economy;
• Strong project management background, including internal and external, reporting and procurement;
• Relevant experience working with the public and private sector;
• Good understanding of the Bank’s ongoing business climate and competitiveness policy initiatives, particularly in the Western Balkans region;
• Excellent communication and report writing skills in English;
• Strong analytical skills;
• Experience of working successfully on projects in a multicultural environment and delivering results;
• Strong partnership and team-working skills;
• Ability to work effectively under pressure and manage competing priorities.
