Duties and Responsibilities
Organization Setting and Reporting Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 140 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Overview The Sendai Framework for Disaster Risk Reduction outlines a comprehensive approach to minimize disaster risks by enhancing the resilience of nations and communities. The framework specifies 7 goals and 38 indicators to measure progress. Data collected from UN member states is crucial for monitoring progress against the targets of the Sendai Framework through these indicators. However, the complexity of data and its vast volume necessitates refining data visualization efforts to effectively communicate the progress and inform analysis and policy dialogue at various levels. Subsequently, the UNDRR Bonn Office seeks a consultant to help transform complex Excel datasets into interactive graphic portal that will be integrated within a dedicated analytics portal hosted at the sendaimonitor.undrr.org web page to be integrated in an iframe. This portal should be able to display global data on the Sendai Framework’s progress, providing an overview progress per target and indicator. Data aggregated at the global level should also allow a display at the regional levels, grouped by type of country (e.g., Least Developed Countries), and individual country profiles. The portal should also allow for capturing specific data to feed into reports (e.g. multi-country progress on a particular target or indicator), while ensuring data consistency, accuracy, and accessibility as appropriate. It should also have a possibility of downloading the full data set and a PDF version of a global snapshot and country profiles. The excel datasets are intended to be updated twice yearly, with the update mechanism manually uploaded to the portal by the system administrator. Duties and Responsibilities The successful candidate is expected to undertake the following tasks: – Assess the Excel datasets for accuracy and completeness in preparation for data visualisation inline with the templates provided by UNDRR. – Create dynamic and interactive graphics that allow users to visualize data of the 7 targets and 38 indicators at different levels: global, regional, and by type of country. – Ensure that the produced graphics are consistent, user-friendly, viewable in various formats and across devices and bandwidths. – Advise UNDRR on and provide insightful data representation, facilitating easy understanding and analysis. – Integrate the interactive graphics are embedded as an iframe within the sendaimonitor.undrr.org platform. – Ensure that the graphics can be seamlessly updated following an update of the Excel datasets, expected twice annually. – Include a reporting modality on user experience, including traffic flow statistics, number of clicks, download events, and other user interactions to facilitate analytics. – Adhere to the appropriate levels of data security and privacy inline with UN data protection policies. – Integrate data analytics tools to track user interactions, downloads, and other relevant metrics. – Provide training and support for UNDRR staff in using the new analytics module.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in social science, business administration, management, economics or a related field is required. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least 5 years of experience in data analytics, research, visual graphics, content management, public information, digital communications, social media, or other relevant field is required. Experience with PowerBi, M Language, Dax, PowerAutomate, or other similar tools is required. Experience in the development of analytics and visual graphics systems (CMS), such as recent versions of WordPress or similar is desirable. Experience with basic HTML, JavaScript (JS), and Cascading Style Sheets (CSS) is desirable. Experience user experience (UX), content modelling, and user journeys is desirable. Experience with Disaster Risk Reduction (DRR), climate change, or sustainable development is desirable.
