• Providing technical advice to the Pacific Anti-Corruption Journalists Network and the Pacific Islands News Association to support media engagement in corruption prevention during the within the partnership agreement signed with UNODC. This includes support to the drafting expression of interests for small investigative grants, review of the investigative articles, organization of a least two targeted webinars; • Developing and delivering a Kiribati and Tonga delegations side event at the GOPAC Anti-Corruption conference, Sarawak, Malaysia and supporting the PIC delegation at the anti-Corruption conference. This will include developing the concept note, liaising with relevant stakeholders identifying and engage with participants, develop presentation(s) and providing a report using CATS format; • Developing and delivering a MP GOPAC Kiribati induction – with a focus on leadership code Commission Act amendment and the National Anti-Corruption Strategy oversight; • Providing High-level support to the Regional Anti-Corruption practitioner conferencePre-COSP – organization and delivery of the media and CSO dialogue with Anti-Corruption practitioner. This will include developing the concept note, liaising with relevant stakeholders identifying and engage with participants, develop presentation(s) and providing a report using CATS format; • Providing high-level support to Pacific islands delegations during the PIFLM54 Solomon Islands and organization and delivery of the targeted Teieniwa Vision dialogue with media prior to PIFLM54, in partnership with PIFS and PINA providing a report using CATS format; and • Providing high-level support to the Pacific delegation (14 pacific Islands Countries) at the COSP, this includes drafting of country statement, drafting of statements for side events, drafting of talking points for bilateral meetings, drafting of press releases covering the COSP, support of the PICs during COSP resolution negotiation (including the SIDS resolution) High level support to the Pacific delegation (14 pacific Islands Countries) at the COSP, this incudes drafting of country statement, drafting of statements for side events, drafting of talking points for bilateral meetings, drafting of press releases covering the COSP, support of the PICs during COSP resolution negotiation (including the SIDS resolution).

Duties and Responsibilities
Corruption remains a significant obstacle to development, both globally and throughout Southeast Asia and the Pacific (SEAP) region. Corruption is cross-cutting numerous illegal activities, from the process of harvesting and manufacturing illegal wood-based products, to migrant smuggling and human trafficking, to terrorism financing. The corruption of public officials is perceived as an enabler of serious and organized crimes that undermines countries’ abilities to deliver the development agenda. The UN Convention against Corruption (UNCAC) provides a comprehensive framework to strengthen anti-corruption frameworks in the region. As all SEAP countries have ratified this universal and only globally binding treaty, they have also successfully completed the UNCAC compliance review mechanism related to criminal enforcement and international cooperation capacity. They are all currently undergoing the second review cycle, which will, in the coming years, provide reports on their compliance with a wider range of preventive measures and recovery of assets. The outcome of the UNCAC review process provides a solid basis for the formulation of anti-corruption technical assistance programmes, and the process helps countries identify gaps in anti-corruption policies and frameworks, as well as technical assistance needs. UNODC provides technical support to countries to translate this gap analysis into effective legal and policy frameworks and sustainable anti-corruption strategies. Effective anti-corruption efforts require a whole-of-government and -society approach, including different sectors and branches of the government, civil society groups and the private sector. Public engagement often makes a real difference. Ongoing support to developing national and regional capacities to prevent and effectively address corruption remains an important priority for UNODC. UNODC works with Member States to enhance the capacities of their national anti-corruption bodies through the provision of technical assistance as well as the organisation of training programmes. In addition, in order to facilitate the coordination of international anti-corruption efforts and peer-to-peer technical assistance the UNODC provides a framework for regional and bilateral support. UNODC’s anti-corruption efforts in the SEAP region focus on supporting countries to meet the requirements of UNCAC by providing technical assistance and facilitating regional exchanges to translate the provisions of the Convention into effective legal frameworks, policies and practices and to build national bodies of highly skilled anti-corruption practitioners that will allow States to be well-equipped to prevent and combat corruption. Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in business administration, international relations, social science, psychology, law, political science, international relations, criminology or a related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • A minimum of 10 years of relevant progressively responsible professional experience in the field of anti-corruption at national, regional/sub-regional, and international levels is required; • Experience in working with Parliaments and Parliamentarians, as well as other representative bodies such as civil society media and local governments is required; • Experience in developing and delivering training to build the capacity and skills of anti-corruption counterparts, including non-state actors is desirable; and • Experience in operating in Southeast Asia and the Pacific with existing regional anti-corruption networks is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required. Knowledge of another United Nations official language, is an advantage.
