About the project:

The Pacific is extremely vulnerable to climate disasters and facing significant threat from climate change. In 2023, Save the Children has obtained funding to trial Anticipatory Action in the Vanuatu and Papua New Guinean contexts, for cyclone and flood hazards respectively. This consultancy is to provide support to the in-country teams to develop anticipatory action frameworks and trigger points based on available datasets.

 

Where you come in:

Save the Children is seeking an Anticipatory Action Consultant who will play a pivotal role in collaborating with various International Non-Governmental Organizations (INGOs) operating in Vanuatu and Papua New Guinea to develop a comprehensive anticipatory action protocols. These protocols aim to enhance the community’s resilience to hazards by mapping potential risks, and identifying triggers for action, and will complement other anticipatory action programs funding response activities. The consultant will provide expert guidance to ensure the successful platform to deliver anticipatory actions, ultimately safeguarding vulnerable populations and minimizing the impact of disasters. The role will work remotely as well as in-country for key stakeholder meetings and consultations.

 

In this consulting assignment you will:

  • Facilitate design of anticipatory action frameworks in Vanuatu and PNG, which includes the following: (as relevant to each context)
    • Conduct analysis and identification of priority hazards/risks
    • Conduct stakeholder analysis and map existing and ongoing initiatives
    • Support the establishment of triggers, identify risk monitoring tools, developing a functional risk monitoring system and the decision making process including roles and responsibilities
    • Develop anticipatory action framework (consisting of above) and plans for resourcing
  • Support engagement with authorities and local partners as relevant
    • Explore and establish partnerships to ensure timely forecasting of risks and impacts
    • Support engagement with other key stakeholders, as required, including engagement with local communities to ensure local knowledge is considered in the anticipatory action framework
