The Organisation for Economic Co-operation and Development (OECD) is an international organisation comprised of 38 member countries, that works to build better policies for better lives. Our mission is to promote policies that will improve the economic and social well-being of people around the world. THE EXECUTIVE DIRECTORATE (EXD)
The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General. Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.
THE HUMAN RESOURCES MANAGEMENT SERVICE (EXD/HRM)
Within the OECD’s Executive Directorate (EXD), the Human Resource Management Service (HRM) is responsible for providing stewardship of the Organisation’s human capital on behalf of the Secretary-General. Overseeing three divisions (HR Operations, the Client Services Group and the Talent Management and Analytics Group), EXD/HRM’s Head Office provides strategic HR direction, leadership in corporate and legal matters and oversight and co-ordination for the Organisation at large.
The Talent Management and Analytics Group (TMA) is a division of HRM. TMA develops, implements, and supports a variety of human capital projects for the Organisation’s workforce. The division ensures that business processes and tools are up-to-scratch and provides data-driven solutions to help build diverse, inclusive, and effective teams. TMA also manages the OECD’s learning and development initiatives and runs several programmes aimed at ensuring the OECD attracts outstanding talent from interns right up to senior managers.
POSITION
To support the administration, monitoring and maintenance of HR software infrastructures and the deployment of new technologies, EXD/HRM/TMA is looking for an Application and Data Analyst who will be supporting OECD users of HR applications for performance management and learning and development as well as providing backup for other HRIS. The selected candidate will join the Talent Management and Analytics Group and will be working in close collaboration with the Systems and Data Analysts in the Analytics Team.
Main Responsibilities
Configure, maintain, and support the HRIS application and reporting for Performance Management and Learning and Development
· Work closely with users to collect and analyse business needs and propose process solutions in the application.
· Perform the configuration and roll out of corporate processes (performance reviews, learning solutions, etc.).
· Conduct analysis, documenting, estimation, planning and testing of enhanced business processes, new products, and new features.
· Configure and implement enhanced business processes and updates related to new features.
· Contribute to the quarterly maintenance of the product and integration support.
· Manage Level3 technical support incidents with provider.
· Assist with application reporting requirements and development (e.g., performance management, learning and development).
Data Analysis and Reporting
· Assist with maintenance and support of current HR Dashboards.
· Retrofit and enhance existing dashboards, providing data visualizations to help people make better decisions.
· Propose and develop new KPIs/dashboards to support HR business decisions.
· Assist with the data extractions, validation, and generation of HR annual reports.
· Perform other related data extractions and analysis as required.
Ideal Candidate Profile
Academic Background
· Bachelor’s degree in Human Resources, Business Administration, or a related field (or equivalent work experience).
Professional Background
· A minimum of two years’ experience maintaining application software.
· Experience in software implementation and analysis of business processes.
· Very good working knowledge of HR application software, including advanced knowledge of Cornerstone OnDemand.
· Good working knowledge of Power BI.
· Ability to learn and use new systems quickly.
Tools
· Proficiency in the use of standard software applications (MS Office).
· Cornerstone OnDemand.
· Power BI/SQL.
· SAP HCM.
· SmartRecruiters.
Languages
· Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
· Knowledge of other languages would be an asset.
Core Competencies

Contract Duration
· Two-year fixed term appointment, with the possibility of renewal.
· Depending on level of experience, monthly salary starts at 5136.43€, plus allowances based on eligibility, exempt of French income tax.
