The position is to be filled as soon as possible, with an initial contract duration of one year. There are good prospects for an extension. Employment location will be Kita, Mali.

Welthungerhilfe (WHH) has been active in Mali since 1968, with a regional office in Bamako since 1999. WHH works with vulnerable communities affected by hunger in Kayes, Kita, Segou, Mopti, Gao and Timbuktu to improve their food and nutritional security in a sustainable manner. Our interventions focus on humanitarian aid, food and nutrition security, agriculture and economic development with a holistic approach. We develop integrated multi-sector programs that accelerate the transition to an inclusive and sustainable food system in our regions of intervention.

Since 2012, with an increase in conflicts and violence, the number of people in need in Mali has increased rapidly. The humanitarian situation remains worrying with the juxtaposition of conflicts, multiform insecurity and severe climate effects (floods and droughts).

As Area Manager, you will implement and manage programs and projects in the Southern Regions of Mali. Welthungerhilfe is currently planning the expansion and consolidation of its activities to the southern region of the country. As Area Manager you will be based in Kita with frequent trips to Kayes and will have the responsibility to oversee, develop and manage WHH programs as well as human resources, finance, logistics, administration, security, and representation functions. In fulfilling your responsibilities, including budget holding, you will closely work with national and international Head of Projects, the Head of Programs, the Head of Finance, the Head of Operations, the Humanitarian Access and Security Advisor and the Humanitarian Coordinator to ensure that the projects are carried out in line with WHH policies and procedures. Additionally, you will ensure effective representation of WHH to local authorities, NGOs and other relevant stakeholders in the region.

Your responsibilities

  • Coordinate the planning, qualitative implementation, monitoring and evaluation of program activities within agreed budgets, timeframes and donor guidelines and requirements in close collaboration with the Head of Programs and Head of Finance
  • Prepare narrative proposals and budgets in line with the country strategy and proactively identify opportunities
  • Oversee the day-to-day management of logistics, administration and human resources in accordance with organizational policies and best practices
  • In collaboration with the line management and the Country Management Team (CMT), oversee and manage longer term planning in Logistics, Administration and Human Resources
  • Identify, recruit and lead assigned staff, contribute to capacity building and career development in accordance with WHH leadership principles, staff policies and overall strategy
  • Act as a security focal point in operational areas and ensure the Security SoPs are implemented according to organizational standards
  • Build relationships with INGO representatives and identify partnership opportunities to increase the impact of WHH’s program in the Southern Regions
  • Ensure active representation of WHH in coordination mechanisms, establish and maintain excellent working relationships with UN agencies, government agencies, donors and relevant stakeholders
  • Expand Alliance 2015 collaboration and networking
  • Ensure compliance of WHH’s program work with the Core Humanitarian Standard (CHS)
  • Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E)
  • Ensure that the Complaints and Response Mechanism (CRM) is functional and accessible

Your profile

  • A College or Master’s degree in social sciences, humanitarian/development studies or a related technical (e.g engineering) discipline
  • At least 5 years of professional experience working in the humanitarian/development sector
  • Proven experience in access, security and conflict management
  • Demonstrated experience in successfully training and building the capacity of teams
  • Previous working experience in the Sahel region as well as experience working with german donors would be an advantage
  • BMZ, KFW, GIZ, WFP donor experience would be an asset
  • Solid administrative, logistic and financial management experience and ability to perform under pressure
  • Proven track record of securing funding and developing high-quality proposals
  • Readiness to receive necessary vaccinations for working in Welthungerhilfe’s project countries
  • Excellent spoken and written English and French language skills
