What we are looking for

Strong project management experience in a similar or related role. Emergency response experience is necessary for this position.

Strong experience in managing teams and being hands-on in project implementation, with demonstrated experience in conducting needs assessment, project monitoring and evaluation, and programme development.

Must be knowledgeable about the Palestine context with Experience in community-based and participatory programme design and planning approaches.

Energetic & Hands-on candidates who are willing to work at all management levels, supporting teams as needed on budget management, implementation, and introducing new systems.

What you will do

The Area Programme Manager (APM) is responsible for overseeing NRC’s West bank Area Office programme in existing operational areas. S/he will ensure strategic direction and quality assurance as well as monitoring of NRC Palestine’s integrated programme in the Area Office (AO), as well as relevant staff mentoring and capacity development.

In this position you will:

  • Contribute to the development of the West Bank office strategic plans, technical SOPs, tools and initiatives.
  • Line manage Core Competency (CC) Project Managers and Coordinators as well as provide implementation support and guidance to Project Managers/ Coordinators, including on work plans, expenses/procurement, recruitments, CFM, reporting, etc.
  • Ensure programme support to integrated programme, coordination and technical quality in AO as well as ensure availability of up-to-date multi-sectoral and specific sectoral needs assessment to inform programme design, including emergency response, and advocacy efforts.
  • Oversee and coordinate various projects within the area to ensure they are completed on time and within budget.
  • Ensure compliance to NRC policies, guidance, and procedures and donor standards, while overseeing effective grant management and regular, timely, and high-quality reporting to donors for the Area programme.
  • Actively promote, support, and drive ‘integrated’ multi-sectoral programmes, cross-sectorial exchange of lessons learned, and adherence to relevant quality standards.
  • Identify funding opportunities and contribute to developing funding strategy, forecasts, and project proposals.
  • Support the capacity building of all programme staff in the area.
  • Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist.
  • Represent NRC in sectorial coordination, clusters and/or working group meetings when required.

What you will bring

  • Minimum Bachelor’s degree in a relevant field of study. Masters degree preferred.
  • Minimum 5 years’ experience from a management position in a humanitarian/ recovery context with demonstrated experience in conducting needs assessment, project monitoring and evaluation, and programme development.
  • Experience in setting up programs from scratch, including program management and Monitoring, Evaluation, and Learning (MEL).
  • Sound knowledge of the Palestinian context with experience implementing emergency/rapid response programming and access negotiation.
  • Experience in community-based and participatory programme design and planning approaches.
  • Significant previous experience from working in complex and volatile contexts.
  • Knowledge of donor requirements and compliance rules.
  • Strong proposal writing skills with experience and knowledge of working with various donors, with experience on donor requirements and compliance.
  • Fluency in English, both written and verbal.

What we offer:

  • Duty station: West Bank, Palestine.
  • Contract: 12 months (Fixed-term contract renewal based on performance, funds availability and need for the position).
  • Travel: 20% within West Bank areas of operation.
  • Salary/benefits: Grade 9 on NRC’s salary scale, with accompanying terms and conditions
