Job Description :

The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region. ASEAN comprises ten (10) countries in Southeast Asia, with Timor Leste as its 11th member with an “Observer” status. It was proclaimed a community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together,” signed by the ASEAN Leaders during the 27th ASEAN Summit in Kuala Lumpur, Malaysia, in 2015. The ASEAN Community Vision 2025 calls for the ASEAN Community in forging ahead together, and to work towards building a community that is politically cohesive, economically integrated and socially responsible.

The ASEAN Secretariat was established in 1976 by the Foreign Ministers of the ASEAN Member States with basic functions of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve centre of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.

In alignment with the ASEAN 2025 and Key Aspirations of the three pillars of the ASEAN Community, namely the ASEAN Political-Security Community, the ASEAN Economic Community and the ASEAN Socio-Cultural Community, supported by the Department of Community and Corporate Affairs of the ASEAN Secretariat is inviting Indonesian Citizens or ASEAN Nationals who are already residing and eligible to work in Indonesia to apply for the position of Officer for ASCC Analysis Division, ASEAN Socio-Cultural Community Department.

Remuneration and Benefits:
Successful candidate will be offered a basic salary of IDR 16,835,950 and attractive remuneration package including monthly transportation allowance, outpatient medical reimbursement, hospitalisation & life insurance, annual bonus of a month’s basic salary, and gratuity. Subject to good performance during the probation, the candidate will be offered a fixed term contract of three (3) years, inclusive of the 6-month probationary period.

Responsibilities
  1. Reporting to the Senior Officer of ASCC Analysis Division, the Officer shall be responsible to:1.    Provide primary and background research to enhance ASCC’ analytical work programme:
    • Undertake desk or field research on issues relating to the ASCC Pillar;
    • Prepare articles, policy briefs, research briefs, and infographics for publication;
    • Draft and edit briefing notes and talking points, forewords, speeches, social media captions, and press releases;
    • Conduct research and curate data and information for the annually published ASCC in Facts and Figures;
    • Support the established workflow for updating and maintaining of the Know ASCC website including research, content creation and editing in coordination with ASCC sectoral divisions, content approval, and publishing;
    • Draft articles for The ASEAN magazine based on the policy briefs and research reports developed for the ASCC Research and Development (R&D) Platforms Programme;
    • Develop outreach materials to disseminate the findings from the ASCC R&D Platforms Programme;
    • Respond to queries and liaise with desk officers to queries and enhance knowledge of stakeholders to communicate effectively on ASEAN issues;
    • Maintain and monitor the division’s publication schedule;
    • Coordinate with Community Relations Division in publishing the knowledge products from the division to the ASEAN website and social media.

    2.    Provide administrative support with respect to implementation of programmes and projects in the division:

    • Assist in the formulation, appraisal, procurement, reporting, and implementation of programmes/projects under the ASCC Analysis Division.
    • Assist in the implementation of long-running and flagship projects of the ASCC Analysis Division, in particular, the ASCC Research and Development Platforms Programme and The ASEAN magazine project;
    • Liaise with other divisions (e.g. finance, legal, procurement) and dialogue partners in ensuring smooth implementation of the projects;
    • Maintain an information system on the overall status of projects and provide updates to the project management teams and divisions when required;
    • Maintain and monitor the functioning of the Know ASCC website and propose enhancements.

    3. Provide technical and administrative support with respect to meetings organised or serviced by the division:

    • Prepare meeting documents, including information papers, presentations, order of proceedings, social media caption, and press releases, among others;
    • Monitor the implementation of the Plan of Action on Culture of Prevention (CoP) and facilitate consultations related to the CoP;
    • Manage presentations and other technical aspects during meetings;
    • Assist in the rapporteur works in the meetings;
    • Coordinate the follow up actions and decisions;
    • Coordinate in arranging invitations and schedules of meetings;
    • Develop/maintain database of think tanks and other organisations relevant to the work of the division.

    4. Other duties:

    • Maintain and monitor equipment logs.
    • Support the implementation of the portfolio on the Sustainable Development Goals (SDGs) for ASCC including providing technical and administrative support for meetings, facilitating consultation, providing assessments and recommendation, developing presentations, briefing notes and talking points.
    • Provide assistance when needed for the conduct of other sectoral body meetings including SOCA, SOC-COM and the ASCC Council Meetings.
Qualifications
    • Advanced university degree (Masters or equivalent degree) in Social Sciences, or other appropriate specialist discipline; or Bachelor degree in any (or more) of the above specialist discipline(s) with two (2) years of work experience in public policy and research.
    • Good knowledge and research skills.
    • Demonstrated skills in analysis, problem solving, planning and development of policies and procedures.
    • Demonstrated ability to motivate staff and work effectively with people at all levels of the organisation.
    • Experience in identifying training and professional/technical development needs of staff.
    • Demonstrated sound oral and written communication skills and sound interpersonal skills, including experience in cross-cultural environment and international settings.
    • Demonstrated ability to develop and maintain sound working relationships with stakeholders.
    • Competency in computer skills with adequate knowledge of Microsoft Office and Outlook where relevant to the position.
    • Proven ability for accuracy under pressure and adherence to deadlines.
    • Excellent command of English, written and spoken.
    • Ability to travel.
