Position Overview

The Asia and Europe (AE) Regional HR Business Partner works under the general guidance and direction of the Senior Director, Global Human Resources (SDGHR) to provide support with implementing strategic HR initiatives in Pact country offices throughout the assigned region. This is a wonderful growth opportunity for a seasoned country HR Manager/Director to move into a more complex role providing HR expertise in support of multiple countries in the region. This position will contribute to the development of the strategy for the Global HR Team. The individual hired into this position must be a natural collaborator with a customer service approach to her/his work, as well as a willingness to demonstrate and champion Pact values (Respect, Integrity, Inclusion) in day-to-day interactions and activities.

Key Responsibilities

Compensation & Benefit Administration

  • Participate in salary and benefits surveys;
  • Researches and obtains benchmarking data;
  • Assist with currency volatility (i.e., devaluations);
  • Research country office benefit providers and assist with selection and renewal process;
  • Review SPDs;
  • Help ensure coordination of policy and benefits when co-locating.

Provide HR Support for New Country Start-up/ Country & Project Closures

  • Provide support for new country start-up, project openings/closures, includes activities related to PEO communication and management;
  • Provide support with project structure;
  • Work with International Recruiter on recruitment of key positions;
  • Prepare first drafts of employment documents;
  • Staff retention;
  • Record keeping.

Talent Acquisition & Onboarding

  • Locate local recruitment resources;
  • Participates in proposal development;
  • Act as a problems solver, facilitator, and coordinator;
  • Review job descriptions and assist with classification;
  • Assist with contingent offers and contract management;
  • Ensure background checks are completed.

HR Systems

  • Provides HR systems training and assist with roll out of new systems and processes.

Compliance

  • Assist with Internal Audit findings for HR;
  • Help ensure all actionable items are addressed with respective parties and follow-up on items to completion;
  • Collect country office data;
  • Reconcile data and reports to ensure accuracy and integrity;
  • Perform periodic review of global systems with payroll and country office records;
  • Assist with identifying and engaging legal support ensuring due diligence in the selection process;
  • Manage attorney agreements;
  • Assist Country Office HR Points Of Contact with tracking labor law changes and ensuring prompt follow-up on amendments to handbooks and employment contracts.

Employee Relations & Performance Management

  • First escalation point for employee relations issues;
  • Provides policy guidance;
  • Participates in investigations with ethics and compliance team;
  • Assists with coordinating engagement and communication with local attorney;
  • Continuously builds capacity of staff on HR related topics.

HR Operations

  • Provides operational assistance for translation needs;
  • Coordinates the availability of interpreters;
  • Manages SharePoint Record keeping for Region;
  • Attends regular HR meetings acting a thought partner and contributor.

Basic Requirements

  • Master’s degree with five (5) years work experience or bachelor’s degree with at least seven (7+) years work experience
  • English fluency is required.
  • Ability to travel internationally.
  • Must have a minimum of two (2) years of experience working with an International NGO; preferably a US International NGO.
  • HR generalist; with knowledge of HR best practices; some insight into all functional areas of HR to include, comp&benefits, talent acquisition, employee training & development, employee relations, performance management, record keeping compliance
  • Knowledge and experience with compliance related to labor law, donor compliance and organizational policy.
  • Excellent written and verbal professional communication skills in English and local language. Viewed as a trusted advisor who is objective, fair and consistent in decion making. Ability to balance being an employee advocate with country office needs.
  • Autonomous with the ability to identify challenges and take initiative, prioritize, organize work efficiently.
  • Customer service approach to work; A natural collaborator who solves problems in a logical manner.
  • Strong project management skills; Task oriented with the ability to identify and resolve issues
  • Excellent interpersonsal communication skills. Abillity to build relationships at all levels of the organization.
  • Knowledgeable about risk management as it relates to HR.
  • Strong understanding of confidentiatliy as it relates to HR activities.

Preferred Qualifications

  • Knowledge and experience with compliance related to labor law, donor compliance and organizational policy.
  • Fluency in another local language in the region
  • Prior experience with a Professional Employer Organization
  • Knowledge of USAID rules and regulations.
  • Experience managing full life cycle recruitment.
  • Prior experience working with HR systems (ATS, HRIS, Online performance management system)
