Project Context and Scope

Established in 1951, IOM, the UN Migration Agency, works closely with governmental, intergovernmental and non-governmental partners. IOM established its office in Kazakhstan in 1997. Since then, the Organization has been promoting humane and orderly migration for the benefits of all, providing services and advice to the government as well as to migrants. As the Country Office with Coordinating Functions for Central Asia, the IOM mission in Kazakhstan helps to address specific sub-regional migration issues and emerging trends in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, establishing priorities for project development in the country offices in the context of sub-regional strategies, policies and consultative processes.

Since June 2022, IOM has been implementing the regional project “Programme for the Promotion of Managed Labour Migration in Central Asia” (Phase 1), funded by the Swiss Agency for Development and Cooperation (SDC), which aims to contribute to the improvement of labour migration management in order to use the human mobility impact on development in countries of origin, as well as in countries of destination. Project participating countries: Kazakhstan, Kyrgyz Republic, Tajikistan and Uzbekistan. Through six key outcomes, the project aims to support the efforts of governments and other stakeholders in target countries to develop coordination mechanisms to identify problems and regularly adapt and improve labour migration policies and processes at the national and regional levels.

The project has six following deliverables:

I. Participating governments and other key stakeholders in labour migration management develop coordination mechanisms to jointly identify and address problems, and regularly adapt and improve labour migration policies and processes in the region;

II. Public and private employment agencies and vocational training centers are improving their services to better meet the needs of the labour market, as well as potential migrant workers

III. Employers in destination states consider ethical recruitment and organised recruitment standards

IV. Potential migrant workers are better informed and prepared to assert their rights and protect themselves in recruitment and migration

V. Migrants and their families have better access to inclusive financial services and products, which improves living standards

VI. Improving the migration accounting system.

Project activity will contribute to the Outcome 4 of the project: “Prospective migrant workers are better informed and prepared to protect themselves throughout the migration cycle” and is organized within Output 4.1Prospective migrants are more aware of opportunities to access managed recruitment services as well as services available to be better protected and prepared in recruitment and employment”

The audience of migrant workers using social networks and mobile messengers is growing. Digital tools are becoming increasingly very effective and modern means to improve knowledge of migrants and their families. The rapid advancement of Artificial Intelligence (AI) has had a significant impact on various industries, including the labour market. As AI technologies continue to evolve, there are growing concerns about the potential consequences on employment, skills, labour relations, and economic structures. This research aims to examine the impact of AI on the workforce, focusing on the challenges and opportunities created by its integration into various industries. The findings will guide policy recommendations, workforce development strategies, and organizational approaches to the future of work. It will also highlight key trends in the job market, including emerging workplaces and opportunities. This analysis will help individuals and organizations understand new job prospects and the evolving landscape of future employment

Tasks to be performed under this contract

First deliverable- Design a comprehensive methodology for assessing the impact of AI on migrant employment and migration policies – Deliverable by 21 April 2025;

Second deliverable – Conduct a mapping of the users, including migrants, employers, public recruitment agencies (PRAs), state recruitment aÍ›gencies (SRAs), and social institutions -Deliverable by 26 May 2025;

Third deliverable – Conduct surveys and interviews with relevant stakeholders to assess the impact of AI- Deliverable by 26 June 2025;

Fourth deliverable – Develop a preliminary draft of the report, including key findings and initial analysis of AI’s impact on employment, workforce transformation, and migrants – Deliverable by 30 July 2025;

Fifth deliverable – Finalize the report, incorporating feedback, refined analysis, and comprehensive insights on AI’s implications for labour markets – Deliverable by 30 August 2025;

Sixth deliverable – Develop actionable policy recommendations and propose a strategic roadmap for AI integration in labour policies and workforce development – Deliverable by 15 September 2025;

Performance indicators for the evaluation of results
  • Develop and submit the report on the impact of AI on the employment and migrants (word document);
  • The methodology for assessing the impact of AI on labour markets and employment policies is clear, well-structured, and appropriately designed to address all relevant factors impacting the labour market and workforce transformation;
  • Surveys and interviews with relevant stakeholders are completed, with high-quality data gathered that provides in-depth insights into the impact of AI. Stakeholder feedback is effectively integrated into the analysis;
  • Consult with the IOM project team on appropriate and agreed approaches to the specified tasks before their completion;
  • The quality of and the timely completion of deliverables;
  • Feedback from the IOM Project Management Team, Thematic Specialist and counterparts;
  • Compliance with IOM House style Guidelines.;
  • Compliance with IOM Data Protection Principles.
Education
  • – University degree / Diploma in Humanitarian, Political or Social Science, Data Management, Data Science, Statistics, Computer Science or a related field from an accredited academic institution with three years of relevant experience or High School Diploma in the above fields with five years of relevant working experience
Experience
  • In-depth understanding of migration theories, policies, and trends at national and international levels;
  • Proven experience in analyzing the impact of emerging technologies, particularly AI, on labour markets and employment policies;
  • Experience in evaluating national labour policies, including understanding the integration of technology in workforce development and employment policies;
  • Experience designing and conducting surveys, interviews, and other data collection methods to gather insights from relevant stakeholders;
  • Proven ability to develop high-quality reports, including drafting findings, analysis, and policy recommendations;
  • Experience in working with international organizations and UN agencies, an advantage.
Skills
  • Strong analytical, writing and communication skills particularly in the field of migration;
  • Good knowledge of the migration & evaluation concepts;
  • Familiarity with IOM’s mandate;
Languages
  • Good command of oral and written in English or Russian. Kazakh is an advantage
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
