OVERVIEW OF THE FUNCTIONS OF THE POST

Background

UNESCO, as the lead UN agency for SDG 4, has a mandate to ensure inclusive and quality education opportunities for all by 2030. In line with the Education 2030 Framework for Action, UNESCO commits to support Education Systems towards being “more resilient and responsive in the face of conflict, social unrest and natural hazards – and to ensure that education is maintained during emergency, conflict and post-conflict situations”.

As outlined by the 2019 EiE Data Summit, one of the key challenges facing education in crisis-affected countries is the lack of accurate, reliable and timely data, needed to drive effective education responses. Available data is typically fragmented, and its collection and use tend to mirror and reinforce misalignment between humanitarian and development programming. This leads to the inaccurate identification of vulnerable groups and their needs, insufficient and misallocated funding, inefficient policy and program interventions, and weak Education Sector Plans.This leads to the inaccurate identification of vulnerable groups and their needs, insufficient and misallocated funding, inefficient policy and program interventions, and weak Education Sector Plans.

By bringing together governments and partners from across the humanitarian and development community, UNESCO and its partners will implement adapted interventions that will contribute to:

  • Enabling an institutional environment that formalises roles, responsibilities and purposes for EiE data collection – including protocols for data sharing that take into account protection, privacy and security
  • Developing crisis-sensitive, sustainable and harmonised institutional data collection tools and processes – in direct collaboration with humanitarian and development partners
  • Supporting strategic use of data for coordinated EiE planning and monitoring
  • Strengthening strategic, technical and financial commitment at global, regional and national level towards harmonised EiE data and crisis-sensitive institutional information systems

Long Description

Duties and Responsibilities:

Under the authority of the Director, the direct supervision of the UNESCO Education Program Specialist in Addis Ababa and the technical guidance from UNESCO’s Geneva EiE Hub, the IIEP and UIS Programme Specialists, and in close collaboration with the NORCAP deployee, the National Technical Officer will support the technical implementation of the project in direct collaboration with the educational authorities and the major EiE partners at country-level. In particular, he/she will be responsible for the following aspects:

Collection, consolidation and integration of crisis-sensitive EiE data and evidence into the EMIS for better enhanced, time-sensitive and informed education systems and planning

Support the strengthening of institutional capacities for increased timeliness, responsiveness of education systems to process and utilise EiE data for better informed education planning and programming

Long Description

Contribute to the advocate for the use of harmonised EiE institutional information systems for informed programming, policy-making, budgeted planning (MYRP, HNO/HRP) and monitoring progress towards meeting national and international commitments

Provide support to the UNESCO Addis Ababa Education team as needed

REQUIRED QUALIFICATIONS

Education

Advanced University degree (Masters or equivalent) in education, economics, statistics or related fields

Professional experience

  • Minimum 4 years of experience working on issues related to the field of education, statistics, development and/or humanitarian situations, including contexts of forced displacement, emergencies, conflict, and disaster
  • Experience in technical capacity building and delivery of technical training materials. Experience with training in educational planning, education statistics, data management and/or crisis-sensitive planning is an asset
  • Experience of working in collaboration with or for ministries and development partners on technical assistance programs is desired
  • Experience working with humanitarian agencies (governmental, local, or international) and communities is an asset

DESIRABLE QUALIFICATIONS

Skills and competencies

  • Strong knowledge of EiE, especially in the above mentioned contexts & of national data systems such as EMIS
  • Strong understanding of education statistics, conflict-sensitivity & risk management in education including with governments, donors, NGOs, the UN system and relevant international. Proven ability to coordinate and manage multiple tasks and relationships across a diverse range of stakeholders.
  • Excellent written and oral communication skills, including the ability to prepare, present, discuss and communicate issues clearly and concisely, including experience in conducting trainings and presentations to diverse audiences
  • Good ability to work under pressure in multi-cultural teams

Language

  • Excellent spoken and written English and Amharic.
