Background
UNESCO, as the lead UN agency for SDG 4, has a mandate to ensure inclusive and quality education opportunities for all by 2030. In line with the Education 2030 Framework for Action, UNESCO commits to support Education Systems towards being “more resilient and responsive in the face of conflict, social unrest and natural hazards – and to ensure that education is maintained during emergency, conflict and post-conflict situations”.
As outlined by the 2019 EiE Data Summit, one of the key challenges facing education in crisis-affected countries is the lack of accurate, reliable and timely data, needed to drive effective education responses. Available data is typically fragmented, and its collection and use tend to mirror and reinforce misalignment between humanitarian and development programming. By bringing together governments and partners from across the humanitarian and development community, UNESCO and its partners will implement adapted interventions that will contribute to:
Duties and Responsibilities:
Under the authority of the Director, the direct supervision of the UNESCO Education Program Specialist in Addis Ababa and the technical guidance from UNESCO’s Geneva EiE Hub, the IIEP and UIS Programme Specialists, and in close collaboration with the NORCAP deployee, the National Technical Officer will support the technical implementation of the project in direct collaboration with the educational authorities and the major EiE partners at country-level. In particular, he/she will be responsible for the following aspects:
Collection, consolidation and integration of crisis-sensitive EiE data and evidence into the EMIS for better enhanced, time-sensitive and informed education systems and planning
Support the strengthening of institutional capacities for increased timeliness, responsiveness of education systems to process and utilise EiE data for better informed education planning and programming
Contribute to the advocate for the use of harmonised EiE institutional information systems for informed programming, policy-making, budgeted planning (MYRP, HNO/HRP) and monitoring progress towards meeting national and international commitments
Provide support to the UNESCO Addis Ababa Education team as needed
Education
Advanced University degree (Masters or equivalent) in education, economics, statistics or related fields
