Purpose of the Job
The Assistant Analyst provides support to more senior colleagues in all areas such as data collection and processing, financial analysis and monitoring, reporting, maintenance of databases, and execution of certain administrative functions critical to the functioning of Agribusiness and Agribusiness Advisory, such as processing of contracts and invoices or recharges of donor resources. The Assistant Analyst works on day-to-day basis on clear responsibility areas, both for internal (e.g. management accounts and donor recharges) and external purposes (e.g. financial reporting to donors). The Assistant Analyst will create and maintain the structure of certain dedicated functions based on donor agreements and guidance from more senior colleagues, as well as supporting the process of related payments. The Assistant Analyst will need to interact autonomously with external consultants and internally, some parts of EBRD Finance (e.g., Budget, Invoice Control, Donor Funds Operational Control).
Although the Assistant Analyst can be occasionally engaged in support functions to more senior colleagues, it is expected that their role predominantly requires independent processing and time management, administrative control, responsibility over data creation, processing and management, comprehensive and accurate records of projects/data in the management information system and their status, and maintaining databases of clients and consultants. The position will be required to interact continuously with the network of regional bankers, budget officers, administrative staff, as the case may be, in the supervision and analysis of projects/data being undertaken in their respective regions.
The Assistant Analyst can be allocated special control/supervision functions related to special programmes which require a constant interaction with service providers and stakeholders inside and outside the Bank.
Accountabilities and Responsibilities
These can include:
- Create and maintain financial data, databases and administrative material in line with individual donor agreements and/or business needs, within guidance from more senior colleagues, in order to ensure Agribusiness use of donor funds according to legal obligations and internal procedures.
- Assist in administrative tasks to ensure the smooth progression of projects, including collating and preparation of data and inputs into MIS, uploading and management of data in the MIS, ensuring smooth administrative and programme processes during the project cycle, collection of company data during and after the project completion including the evaluation phase.
- Monitor disbursements, recharges and any other administrative process in the context of agreements with donors or any other provider of funds to the Agribusiness, including EBRD’s internal resources, to ensure proper supervision on their use control of the use and ensure reconciliation within the internal information systems.
- Review and monitor monthly finance reports, by which spending by Agribusiness and Agribusiness Advisory is reflected in core EBRD systems, in support of accurate and timely financial reporting.
- Prepare inputs and provide support for internal management accounts, for decision-making by more senior colleagues.
- Check for recovery and correct release of legal assignments, setting up recovery of projects, create new and amendments to updated legal agreements and release legal and consultancy / TC invoices, ensure CRFs are posted correctly.
- Analyse operational and project spending across all Agribusiness and Agribusiness Advisory to produce funding projections when required, to complete the full picture of future funding available and highlight shortages to more senior colleagues.
- Review contract terms of reference and budgets received from project-focused colleagues, including liaison between all parties, in order to ensure that business needs are in accordance with prudent procurement and use of donor funds, and process CRFs to ensure consultants are mobilized.
- Provide support for invoice payment, contract issuing or recharge processing, including liaison with colleagues, consultants and other stakeholders, so that service providers are paid on time and on completion of agreed deliverables.
- Act as the first point of reference on behalf of Agribusiness in dealings with teams such as Invoice Control and Nostro Control in EBRD Finance, in order to resolve issues as they arise.
- Act as the first point of reference on behalf of Agribusiness in dealings with recharges or other administrative functions.
- Conduct other ad hoc financial and administrative tasks as defined by management to ensure team’s objectives are met.
- Assist in project monitoring (timeliness of monitoring reports, clients’ covenant compliance).
- Maintain Deal Tracking Module entries and project filing system (Project link).
- Draft correspondence between the Bank and clients for bankers review or liaise directly with clients as appropriate.
Knowledge, Skills, Experience and Qualifications
Experience Skills
- Knowledge and Experience in the private sector. Relevant experience in an administrative capacity, gained from a large commercial organisation, financial institution or donor organization;
- Experience of conducting research and presenting the information collated;
- Experience of compiling statistical reports;
- Excellent knowledge of the Bank’s policies and procedures, in particular good knowledge of budget, costs controls, Project cycle;
- Relevant degree qualification is desirable or equivalent on the job experience
Skills
- Autonomy, experience of working independently and scheduling own work;
- Strong numerical and financial skills;
- Fluent English both written and spoken;
- Good sense of priorities, ability to work under pressure and meet tight deadlines;
- Ability to work with precision and accuracy;
