Purpose of Job

The Assistant Analyst (AA), Sustainable Infrastructure Policy and Project Preparation (SI3P) Grants Unit (GU), is responsible for providing support to the Principle Manager and wider GU to ensure the management and delivery of donor reporting and cross regional funding required . The AA will also work closely with Operation Leaders (OLs), sector specialists/ engineers and Public Private Partnerships (PPPs) specialists with regard to these focus areas

Background

The Sustainable Infrastructure Group (SIG) covering three infrastructure sectors: energy, transport and municipal environment and infrastructure are the largest user of Donor funds with a portfolio of over EUR 1.8 billion with over 1,000 grant funded projects. The grant portfolio includes both Technical Cooperation (TC) assignments and co-investment grants (Investment grants, concessional loans and guarantees). SIG projects are supported by various donors including the EU, multi-donor funds, climate and bilateral funds and the Bank’s own Shareholders’ Special Fund (SSF).

Facts / Scales

  • Main interfaces: Principle Manager SI3P GU (Line Manager); Associate Director SI3P GU (Team Leader), Director SI3P and wider SI3P team
  • The team consists of 15 staff members who drive the support the raising of new donor funding and management of existing portfolio resources.
  • Assistant Analysts contribute as a GU team member to deliver all donor reporting related to SIG projects.
  • No budgetary responsibility or direct reports.

Accountabilities & Responsibilites

Under the guidance of the Principle Manager, or a more senior team member, the Assistant Analyst will:

  • Support data management and donor reporting process for all donor funded activities of the SI3P across all teams;
  • Support the preparation of donor reports for review by more senior staff using inputs gathered from EBRD systems and reports, OLs and other internal stakeholders;
  • Prepare content, statistics, data regarding SIG grants to facilitate internal reporting;
  • Maintain and update SIG grant data by running system reports and update related records/timetables related to donor reporting;
  • Support Principal Manager in periodic reporting to management on donor funds use and implementation
  • Support the preparation of TC assignments and the approval processes for Cross-Regional projects.
  • Cover for invoice processing, management and closure of earmarks/projects as required;
  • Contribute to the quality and timeliness of SIBG’s policy delivery, including all events, seminars, products and other policy-related endeavours of the Unit, OLs and Management of the SIBG

Knowledge, Skills, Experience & Qualifications

  • Undergraduate Degree from a university in the country of education preferably in finance, economics or sustainable development;
  • Excellent written (report & summary writing, correspondence, presentations) skills;
  • Strong interest in working with Development Aid and desire to gain knowledge of different delivery mechanisms related to grant funds in IFIs is highly advantageous;
  • Very good people skills;
  • Very good organisational and presentational skills;
  • Basic sector-knowledge of sustainable infrastructure sector with regard to planning, regulation, institutional arrangements, and implementation;
  • Excellent IT skills with knowledge of more advanced functions of excel, database and statistical analysis an advantage;
  • Strong numerical and quantitative skills.

Challenges

As part of its agreement to utilise donor funding the EBRD agrees to report on its use of these resources. Typically this requires the EBRD to report against predefined parameters and at a set intervals. The style, content and format of reporting to each donor is driven by the requirements of the fund provider, with the length and level of detailed required for individual reports diverging markedly between donors. In addition, reports may cover a single project or provide details of numerous sub-projects financed by a particular fund.
