Assistant Field Officer
Organizational Setting and Work Relationships
The Assistant Field Officer is normally supervised by the Senior Field Coordinator or Field Officer or Head of Sub-Office/Field Office depending on the structure of the Office. S/he may receive indirect guidance from other sections and units relevant to the country/regional programme(s). UNHCR Manual, programme and protection objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the incumbent.
The incumbent does not normally have any direct supervisory role. S/he has daily contacts with staff in the various field offices and with the functional units at the Country/Regional Office. S/he also has close liaison with a range of local civilian and military authorities and counterparts in NGOs and UN agencies to discuss matters of common interest.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
– Assess the needs of persons of concern in the AoR and formulate project submissions in collaboration with district authorities and implementing partners.
– Promote and monitor the implementation of assistance projects.
– Report regularly on rate of flow of new arrivals and estimate expected influx based on interviews with persons of concern.
– In co-ordination with implementing partners, assist with the reception, registration and provision of assistance to persons of concern to UNHCR.
– Keep track of cases of detention; register applicants for voluntary repatriation and family reunion.
– Assist in the preparation of monthly sectoral reports and submit material for preparation of periodic project monitoring reports and year-end reports.
– Submit recommendation for protection interventions to the designated officer.
– Negotiate with local authority counterparts, partners and populations of concern.
– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
– Perform other related duties as required.

Desired Candidate Profile
Nature of the Position:
The incumbent of this position will report to the Protection Officer (IDP) based in Gedaref and is part of the team working on UNHCR IDP response in Gedaref state. He or she will be responsible for the NFI and Site management operational response of UNHCR in close coordination with protection and shelter teams.
Gedaref state received the over 1 million of IDPs from neighboring states, Khartum, Madani, Sennar, Jazeera and others, with some 90% of them generously hosted by local communities with the public services being nearly collapsing due the increased vulnerabilities among IDP and host communities. Some 10% of population are within the gathering sites, including schools, unfinished buildings and make-shift settlements in open areas.
Due to the Sudan crisis that led to limited access to the essential supplies and services, limited capacity of the humanitarian actors versus tremendous needs on the ground, the living conditions of forcibly displaced persons and host communities has significantly degraded. Women, children and persons with specific needs remain disproportionally affected by the shortage of access to the public services including social protection and basic needs.
HAC remains the essential government counterpart for coordination and prioritization of the protection interventions targeting vulnerable IDPs.
Desired Candidate Profile:
The incumbent should have extensive experience in IDP response, humanitarian affairs or related fields with a proven track record of managing complex humanitarian operations preferably within the UN System. The incumbent should possess thorough operational managerial experience, a solid understanding of UNHCR roles and responsibilities in IDPs response. S/he will be expected to have demonstrated leadership with experience in managing teams and fostering a collaborative work environment.
The incumbent should possess excellent interpersonal skill with the ability to engage with wide range of stakeholders including Government officials, humanitarian partners, charity organizations, CBPN and local communities. Strong communication skills including written and verbal proficiency in English. As well as the ability to guide and provide technical support to UNHCR implementing partners in all aspects relating to access to services, basic needs, site management, community-based interventions.
Proven facilitation, coaching, mentorship skills are must as the incumbent of the position will be supporting teams deployed in the field in IDP sites assessments, population profiling, IDP movement monitoring, needs assessments and assistance delivery.
Prior coordination experience is an asset as the incumbent of the position could be tasked with the coordination role in IDP response in Gedaref for the Site Management cluster.
The Incumbent should be able to analyze complex situations, identify key issues and develop innovative solutions. He/she should have the ability to represent UNHCR effectively at the field level, advocating for rights and needs of forcibly displaced persons and ensuring compliance with international protection standards.
Additional Assets:
– Experience working in Forcibly displaced contexts or in conflict affected areas.
– Familiarity with Gedaref context.
