1. SUMMARY
Within the Executive Management Division (EM), NATO’s International Staff (IS) Human Resources (HR) Directorate is comprised of four pillars: Talent Management and HR Integration (TMHRI); Staff Services (pay and benefits, pensions, personnel support); HR Policy and Strategy Coordination (IS and NATO-wide HR policy); a newly created Data Analytics section and the Medical Service.
As part of the Data Analytics Section reporting to DASG HR, the incumbent will provide user support for the absence management system and associated workflow and assist in the provision of data analytics, statistics, organization charts and re-organization management tasks. S/he is also responsible for carrying out administrative duties related to the processing and updating of HR related information in the areas of HR planning and employment records for permanent and temporary civilian staff. He/she will support the Section in its day-to-day activities and tasks such as the maintenance and updating of personnel records and HR-subject related files.
2. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbent must:

have a good general education, equivalent to higher secondary level;
-
have at least three years of previous experience in a similar post involving data analysis, record keeping, HR reporting;
-
have demonstrated knowledge of HR practices and regulations;

Have experience with use of data visualisation tools
-
be computer literate and possess knowledge of HR integrated applications and databases and other Microsoft Office programmes used for record keeping and statistics and the use of Open Database Connectivity (ODBC) in conjunction with the Office suite

have practical experience in the extraction of data from HR-related applications and the preparation of clear and concise reports for presentation and/or distribution;

possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one and III (“Intermediate”) in the other.
DESIRABLE
The following would be considered an advantage:

experience in data modelling, diagramming, and application module design;

knowledge of Prince2 project management methodology;

Expertise Development
Contribute to the work of the Section in its day-to-day activities through the maintenance and updating of personnel records and related files. Provide statistics,organisation charts and re-organisation management updates within agreed upon timeframes. Act as point of contact for staff to provide advice in the use of the electronic system for the request, approval and recording of leave or other absences and associated workflow..
Information Management
Update and maintain employment records, personnel and organisational design related files. . Produce data analytics reports and statistics in support of senior management decision making.. Suggest improvements to the PMIS and associated workflows.
Knowledge Management
Extract data from the PMIS system for the preparation of reports and distribute to requestor(s). Perform database queries and provide relevant statistics. Prepare and update organisation charts data and execute changes and tasks related to re-organization management.
Stakeholder Management
Work with all civilian staff, including temporary staff and consultants, located at NATO Headquarters (HQ), in a flexible, but effective manner. Work in concert with and support the work of the colleagues in Staff Services and Human Resources as a whole. Liaise with divisional points of contact on issues related to the provision of HR reports.
Project Management
Participate in and contribute to projects assigned to the Data Analytics section, as well as to HR-related initiatives. In close co-operation with the Organisational Design and Development team (ODD), contribute to the implementation of organisational restructurings and establishment changes.
Perform any other related duty as assigned.
4. INTERRELATIONSHIPS
The incumbent reports to the Head of Section on a daily basis. He/she will interact frequently with all members of the Unit and with divisional points of contact for requests to access and store personnel records and administrative files, as well as for the provision of HR and ODD related information.

Contract clause applicable:
In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.
Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
