Org. Setting and Reporting
This position is located in the Country Office in Pakistan (COPAK) with duty station in Islamabad, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The Assistant Human Resources Officer will report to the Human Resources Officer under the overall guidance and supervision of the UNODC Country Representative, COPAK.

Responsibilities
Within assigned authority, the Assistant Human Resource Officer will provide support and assistance to the HR unit in the interpretation and application of HR policies, rules and regulations, and the implementation of internal procedures. The incumbent will be responsible for the following specific duties:
• Assist the HR unit in the implementation of HR strategies and policies in line with UN rules and regulations, UNODC/UNDP policies, procedures and strategies; assist in ensuring effective implementation of the internal control mechanisms.
• Support recruitment actions and processes in COPAK, proper use of contractual modalities, forecast of the staffing needs, performance evaluation and staff career development management.
• Assist with full cycle recruitments, ensuring adherence to standard UNODC/UNDP/UNV policies processes. Provide coordination support with UNDP (HR and Procurement), UNV, and UNODC HQ and other internal/external counterparts. Assist with the recruitment of international professional staff members.
• Provide support to managing the end-to-end process for short term contracts of national contractors/consultants including planning, classification of Terms of Reference (TOR), advertisement, proposal analysis/evaluation, negotiation, reference check, coordination etc.
• Provide support to managing contracts in and outside UNODC database (FOHRM). Monitor and track all transactions related to positions, recruitment, HR data, benefits, and separations through applicable field office system. Provide data to the management and relevant stake holders as required.
• Support managers/supervisor in complying with rules and procedures pertaining to staff performance management. Assist staff members with the performance evaluation process in line with the UN rules and procedures.
• Keep track of upcoming/pending staff performance evaluations and ensure timely completion of performance. Review performance documents to ensure compliance in line with the rules and procedures.
• Participate actively in the Learning team. Support effective learning management including the creation of the office learning plan and individual learning plans in collaboration with the Senior Management and Learning Officer.
• Update staff induction package and give orientation to the newly recruited staff members.
• Handle issuance of visa documents for incoming/outgoing international/ national staff members/staff family members/visitors/invitees in coordination with Ministry of Foreign Affairs, UNDP and relevant stakeholders.
• Keep track of the international staff members’ (including families) visa and accreditation status record and initiate timely renewal process.
• Assist in mediating and facilitating conflict resolution related to a wide range of staff issues/disputes including preventive actions to ensure harmonious working environment.
• Contribute to the effective management of the employment relationship between UNODC and staff, by administering conditions of service, contracts and appropriate entitlements.
• Handle staff health insurance issues and liaise with relevant stakeholders.
• Contribute to the collection and analysis of data and identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
• Document requirements and background information used for data analysis.
• Perform other work-related duties, as required.

Education
A first-level university degree in human resources, business management, social/public sciences or related field is required.
Work Experience
A minimum of two years of relevant experience in human resources management at the national or international level is required.
Experience in the usage of computers and office software packages, and web-based management systems is required.
Work experience with an Enterprise Resource Planning (ERP) system is required.
Work experience with SAP/UMOJA or the UN talent management system Inspira, is desirable.
Work experience in the recruitment of national/international individual contractors/consultants is desirable.
Work experience with management of benefits and entitlements is desirable.
Work experience in handling visas, accreditation cards in national/ international organization is desirable.
Work experience within the United Nations system or similar international organizations, including experience in procurement policies and procedures in the context of national individual contracts is desirable.
Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nation Secretariat. For this position, fluency in English is required. Knowledge of Urdu (national language) is desirable. Knowledge of another United Nations official language is an advantage.
