Org. Setting and Reporting

This position is located in the Field Investigations Unit-4 (FIU4) of the Office of Field Investigations (OFI) in the United Nations Investigative Team to promote accountability for crimes committed by Da’esh / ISIL (UNITAD). The Assistant Legal officer (Investigations) will report to the team’s Investigator.

UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da’esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da’esh) in Iraq.

Responsibilities

Within delegated authority, the Assistant Legal Officer (Investigations) may be responsible for the following duties:

• Assists Legal Officers and Investigators in conducting investigations of alleged violations of international criminal law including genocide, crimes against humanity and war crimes
• Assists in the preparation of drafts of background papers, studies, reports, obtaining statements of the interviews and analyze information;
• Assists in the preparation of legal opinions/advice on the preparation of concise investigations reports and conduct of post investigation activities;
• Assists in providing legal advice and carrying out investigative tasks and activities;
• Assists Legal Officers and Investigators with searching for, collecting and analyses of evidence, including in electronic format. Assists in administering programmes of technical legal assistance;
• Assists Legal Officers in servicing diplomatic conferences, commissions, committees, task forces and other bodies including preparation of background materials, summaries of issues and views of delegations, etc;
• Performs other duties as assigned.

Knowledge of various research methodologies and sources, including electronic sources on the Internet, intranet and other databases. Proficiency in software applications used in investigations. Ability to apply good judgment in the context of assignments given, ability to gather evidence and interview subjects and witnesses. Education

First-level university degree in law is required.

Work Experience

A minimum of two years of full time progressively responsible experience in law, including legal analysis, research and writing is required.

A minimum of one years of full time progressively responsible experience in investigatory work is required.

Experience with an international or multilateral public institution is desirable.

Experience with an international criminal tribunal, international criminal investigative entity, or NGO, collecting evidence, information, and data in a field mission environment, is desirable.

Experience in working in investigations or intelligence analysis in relation to ISIL (Da’esh) or in relation to another complex criminal groups/entities, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English and Arabic is required. Knowledge of another UN official language is an advantage.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

• This position is funded by a trust fund and temporarily available. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
