To deliver the UNAIDS mandate and provide leadership in the global AIDS response, the UNAIDS Secretariat counts on a capable and highly qualified workforce that is multi-skilled, diverse, mobile and able to work across disciplines. Within the Management Department, the People Management Department (PMD) ensures that human resources are aligned with the organizational strategy and priorities. The HR Operations team ensures provision of efficient HR services including recruitment, selection, contract administration, as well as assessment centers. It is responsible for HR dashboards, staff data tracking and reporting, and liaises with the appropriate WHO entities and service centres to ensure the effective provision of HR systems, tools, and services.Main tasks and Responsibilities of the Position:
Within the HR Operations team, and under the supervision of the relevant HR Business Partner when applicable, the incumbent will support the functioning of all UNAIDS HR-related structures with the following key responsibilities:

1) Recruitment and Contract Administration
Assists and supports recruitment and contract management to achieve the following results:
– Equity and transparency in the application of Staff Regulations and Rules;
– Client understanding, and confidence in UNAIDS HR processes;
– High quality, timely and accurate service, ensuring great candidate’s and employee experience;
– Adequate organization of tasks delegated from the direct manager.

2) HR support
Implements processes and answers queries concerning HR rules, policies and procedures, providing ongoing advice and/or proactively resolving issues:
– Ensures that all necessary authorizations are obtained, that all mandatory requirements are fulfilled, and that all relevant UNAIDS systems are maintained up to date and to standard;
– Takes appropriate and timely actions in GSM (Global System Management) and in other relevant systems, and follows up to ensure processes are completed as necessary;
– Maintains HR files for completed and ongoing activities in paper or electronic form for monitoring purposes as required;
– Drafts or prepares the final version of HR and administrative correspondences. Checks correspondence submitted for clearance for consistency, style, accuracy, and compliance with corresponding rules and procedures.

3) Support Knowledge Building and Sharing
Recommends, creates, and maintains knowledge management prescriptive content on HR management to achieve the following results:
– HR knowledge management system and dashboards contain accurate and comprehensive HR cases;
– Full transparency of the administration of HR processes;
– Continuous learning and development for HR staff by keeping abreast of HR best practices.

4) Team Performance
Proposes improvements in procedures, approaches, and templates based on lessons learned and client feedback on various service areas:
– Collaborates and shares information with HR staff;
– Performs other operational tasks as backup within the HR Operations team including but not limited to recruitment, contract management, and general administrative tasks;
– Performs routine research activities, collects and compiles statistical and other qualitative and quantitative information from a variety of sources on subjects relevant to facilitate the preparation of reports, working papers, and presentations, under appropriate guidance;
– Contributes to a strong, positive team spirit inspired by an enabling working environment and cultural change initiatives.REQUIRED QUALIFICATIONS Education:
Essential:
Completion of secondary education.

Desirable:
Post-secondary or paraprofessional training or certification in an area related to office administration and/or UNAIDS work.Competencies:

Essential:
Five years of experience in human resources management, with a focus on recruitment and contract administration. Experience in the use of ERP/HR modules.

Desirable:
Experience in human resources management in the UN system. Knowledge of and experience with UNAIDS or WHO HR policies. Experience in multicultural teams and international working environments.Languages:
Essential: Proficiency in English and working knowledge of German (local language).

Desirable: Knowledge of French or other UN official languages.Additional Information:
Please note that this is a locally recruited position. Any costs associated with relocation to Bonn must be covered by the selected candidate.
