Program for HIV and AIDS has taken an initiative to implement a holistic intervention project in order to improve the health and economic situation of extremely vulnerable and marginalized key populations for HIV/AIDS (e.g. male sex workers, transgender women (hijra) and people who used to inject drugs but are currently under opioid substitution therapy) in some selective districts of Bangladesh. The intervention is expected to enhance health-related knowledge and improve healthcare-seeking behaviour and access to healthcare through empowering them both socially and economically in a sustainable manner.
Position Description:
The Assistant Program Manager will report to the Principal Investigator (PI) of the project and will be responsible for planning, organizing, supervising and implementing the project activities to achieve the project goals and objectives following the project protocols and maintaining the organizational values and guidelines. S/he will be involved in–
- Derive periodical work plans based on the project proposal and review the work plans periodically to make necessary changes based on field experiences to create a road map for achieving the overall project objectives within the prescribed timeline in an effective and efficient manner;
- Co-ordinate, monitor and assist the project team members in the selection and enrollment process of project participants;
- Assist the counselling officer and counsellor and other team members in conducting group psycho-education sessions, life-skill training, and capacity-building sessions with the community leaders, other stakeholders;
- Assist the project team to enroll the interested project participants into suitable vocational training programs at various GOB-certified training centers, monitor their performance as well as work with the team to develop master trainers as a part of a community-based capacity development process;
- Assist the project team in the procurement and distribution process of different materials for economic empowerment of the project participants through close coordination with the finance department and procurement and supply chain management department of icddr,b;
- Conduct/arrange health education sessions as well as ensure healthcare services for the project participants through close co-ordination with the healthcare providers of both local and centre levels;
- Capacity enhancement and sensitization of the GoB healthcare service providers regarding the specialized needs of this marginalized population as well as the importance of providing health services in a non-judgmental way;
- Plan, arrange and conduct advocacy and sensitization meetings with the relevant GoB stakeholders, potential job providers and local and national influential persons from various disciplines;
- Maintain close liaison with community leaders and local stakeholders;
- Develop BCC materials, policy briefs, video documentaries, newsletters, and other concept notes and training modules of project-related events and prepare event reports;
- Preparing project monthly and quarterly progress reports as well as disseminating and presenting the project-related data to donors as well as present at different forums as per the guidance of the PI of the project;
- Conduct monitoring visits and review the performance of on-site field staff members and partner CBO members;
- Prepare manuscripts /research reports/ M&E visit reports;
- Capacitate, collaborate and coordinate with the partner CBO;
- Resolve any queries in order to develop knowledge and research to enhance the relevance of the project;
- Conduct baseline and end line study by applying rigorous scientific processes to understand the outcome and implications of the intervention;
Required qualifications and experience:
- MBBS with Master’s degree in Public Health/Social Sciences with good academic records;
- At least 3 years of work experience in the public health arena;
- Working experience with key populations at risk of HIV preferably with sexual minority people will be given preference.
Location: Dhaka with frequent travel to the field sites outside different districts of Bangladesh.
Contract Type and Duration:
- CSA basis for 11 months with a possibility of extension subject to availability of funds and performance.
Salary & benefits:
- Tk.121,585/-per month (consolidated) inclusive of house rent and conveyance allowances;
- Festival bonus, income tax paid by icddr,b and subsidized canteen; Transport and daycare facilities are subject to space availability.
