This position is located within the Protection and Transition and Reintegration (PTR) Section of the United Nations Mission in South Sudan (UNMISS), Bentiu, Unity State. The Recovery, Return and Reintegration Officer contributes to the overall performance management of the team and reports to a Protection Transition and Reintegration Team Leader in Bentiu, Unity State.

Under the direction of the Protection, Transition and Reintegration (PTR) Team Leader and the overall guidance of the Chief Protection Transition and Reintegration Section, the National Programme Recovery, Return & Reintegration Officer will be responsible for the following duties:
• Work with assigned staff at PTR Bentiu Field Office to promote a coherent approach in programming and coordinating Mission’s support for protection of civilians and delivery of humanitarian and protection services in collaboration with Mission components, humanitarian, protection and development partners and local authorities as well as communities’ representatives.
• Contribute to PTR’s participation and substantive contribution to coordination mechanisms with Mission components, humanitarian, protection and development partners on protections of civilians and development and implementation of durable solutions for internally displaced persons.
• Support local authorities to propose, design, implement and report on Quick Impact Projects (QIPS) with an aim to establish and build community confidence in the Mission, and create an improved environment for implementation of Mission mandate in close collaboration with the Quick Impact Project Management Team at Juba Mission Headquarters. This essentially includes support, guide, and review proposals to ensure compliance and quality of QIPs and programmatic proposals, identify, plan and initiate implementation of QIPS and programmatic projects, monitor implementation and provide timely progress reports.
• Support to PTR field team in data collection, and analysis, monitoring planning, organizing, and reporting on activities to support implementation of the Mission’s mandate, PTR Annual Work Plan and Result Based.
• Support PTR field team in monitoring and evaluation efforts, as well as manage incoming field missions and ensure that relevant field data and information is available to contribute to preparation of the Section daily and weekly analytical reports, related to the situation of protection of civilians, return and reintegration, and delivery of humanitarian and protection services in Unity State.
• Work closely with the Unity State Relief and Rehabilitation Commission-led State-level Task Force on Solutions as well as other protection partners to craft and implement plans to support the safe, voluntary and dignified return of IDPs, including participation in patrols to undertake protection assessments, organizing and participating in “go and see” visits, soliciting for government (or opposition) and humanitarian actors’ support for returnees, and from time to time supporting actual relocation of IDPs using Mission assets and personnel when required;
• Perform any other duties assigned by supervisor.

Education
First-level university degree in political science, social sciences, public administration, international studies, economics, or related field.
Work Experience
A minimum of two years of progressively responsible experience in humanitarian affairs, return, recovery and reintegration, rehabilitation, protection of civilians, program management or related areas is required
Experience and ability in the use of modern information technologies (ICTs) and Microsoft Office applications: Word, Excel, PowerPoint, Outlook, and Email is required.
Master’s degree in lieu of two years’ experience is desirable..
Demonstrated ability to work with a wide range of actors under significant time and logistical constraints and deliver results is desirable.
Experience with other international bodies is desirable.
Languages
Fluency in oral and written English is essential. Knowledge of languages spoken in South Sudan is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
