General Background:
The NATO CIS Group conducts CIS operational planning and provides deployed/deployable CIS services and support in support of NATO military operations and exercises. The NATO CIS Group is located at the Supreme Headquarters Allied Powers Europe (SHAPE) the Headquarters of Allied Command Operations (ACO), one of the two major military commands of the North Atlantic Treaty Organisation (NATO).

Post Context
The J7 Division is responsible for planning and coordination Communications and Information Systems training requirements within NATO Communications and Information Systems Group (NCISG) and development, planning and execution of NCISG Readiness Evaluation/Certification process and Lessons Learned process.
The Training Management Branch serves as the main coordinator between NATO Communications and Information Systems Group training requesters and the training providers.
The incumbent assists in evaluation of subordinate Battalions’ training requirements and provides technical CIS advice to ensure coordination of NCISG training.
Principal Duties
The incumbent’s duties are:
1) Analyses and executes the direction from the Branch Head
2) Collects the training requirements for the HQ and subordinate Battalions and provides instructions
3) Analyses training requirements within NCISG HQ and subordinate Battalions
4) Conducts the NCISG course bidding for NCIA Academy related training
5) Monitors and provides CIS training for operational theatre personnel and coordinates with respective JFCs units and commands
6) Coordinates between the NATO Signal Battalions and the HQ for all training matters
7) Acts as Training Coordinator for selected locally organized trainings
8) Assists in the development of NATO Communications and Information System (CIS) training plans and policy
9) Assists in the development and implementation of new and cross utilization training initiatives
10) Prepare quarterly and annual individual training execution/budget reports
Special Requirements and Additional Duties
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
Mandatory Deployment Post. The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and outside NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.
The work is normally performed in a Normal NATO office working environment.

Essential Qualifications
a. Professional/Experience
At least two years of previous experience in the development of training management plans and policy for a large organization:
1) The review of new training requirements
2) The development, design and delivery of training
3) External/internal training quality auditing
4) Fund Management.
5) Education and training management. The overall management responsibility for the development of education or training.
6) Mandatory knowledge required of the Systems Approach to training methodology, including:
a. Principles policies and procedures of education and training programmes.
b. Training techniques and instruction methods.
c. Task analysis procedures, learning process, curriculum development and training evaluation.
b. Education/Training
Higher Secondary education and intermediate vocational training which might lead to a formal qualification with 3 years experience, or Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience
c. Language
English – SLP 3333 (Listening, Speaking, Reading and Writing).

Attributes/Competencies
1) Personal Attributes: Must possess excellent interpersonal and communication skills, as well as tact: demonstrate good judgment to properly screen and prioritise work and recommend proper course of action: creative work and new projects apply frequently. Needs negotiation skills since the person is in direct contact with NCIA to buy training and agree on rates and contracts. Represents NCISG in front of NCIA and the Budget Committee.
2) Managerial Responsibilities: None.
3) Professional Contacts: Regular professional contacts with others inside and/or outside immediate organisation on functional matters. Gives information and provides advice/guidance to the Branch and Division Heads. Works close together with J8 as the biggest Customer with NCIA and the NCIA Academy.
4) Contribution to Objectives: At the HQ location, the incumbent is responsible for the preparation of individual training execution/budget reports. The military and civilian personnel at HQ and the 3 NATO Signal Battalions including their DCMs need to be fully qualified, trained and prepared in time for their exercises, operations and deployments. This requires a strong relationship with the training providers and NCIA in order to allow training at the right time with the proper certification in order to work on the equipment/devices provided.
REMARKS:
Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR). Newly recruited staff will be offered a definite duration contract of three years normally followed by an indefinite duration contract.
