Organizational Setting

The Division of Budget and Finance manages the financial resources essential for full implementation of the IAEA’s scientific and technical programmes. The Division provides financial services and solutions for programme budgeting, treasury, payments, payroll, financial accounting and reporting to support the IAEA’s mandate.The Finance and Accounting Section maintains and monitors all accounts for the IAEA, monitors and reports on the receipts of assessed and voluntary contributions, and prepares the IAEA’s financial statements and other reports to the governing bodies and Member States.

Main Purpose

As a member of a team, the Associate Accounting Officer supports the Unit in the resolution of accounting and related financial system issues. The Associate Accounting Officer analyses and proposes solutions to resolve accounting issues and improve processes and coordination with staff within and outside the office to ensure appropriate resolution of issues in compliance with financial regulations, rules, policies and accounting practices. She/he maintains and monitors accounting records, ensuring the proper application of the International Public Sector Accounting Standards (IPSAS), Financial Regulations, Financial Rules and established procedures related to accounting matters. She/he plays an active role in documenting and analysing the business and financial reporting processes supporting in a variety of areas. She/he also supports the Unit by assisting in financial statement preparation through drafting financial disclosures and reviewing the underlying data supporting these disclosures for completeness, accuracy and consistency.

Role

The Associate Accounting Officer is a) a technical analyst, working with others within the Unit to ensure compliance with established policies and procedures in line with IPSAS; b) a team member, working together with other members of the Unit and outside MTBF to ensure accurate and timely processing and recording of financial transactions and preparation of the Agency Financial Statements.

Functions / Key Results Expected

Under the general guidance of the Unit Head, Accounting and Reporting Unit and the direct supervision of the Accounting Specialist, the Associate Accounting Officer performs the following duties:
• Support the preparation of annual IPSAS compliant Financial Statements including Note disclosures.
• Contribute to the year end closure of accounts including IPSAS compliant adjustments related to accruals, provisions, employee benefits and others.
• Perform routine activities related to the monthly closure of sub-ledgers.
• Maintain master data of chart of accounts, financial statement mapping elements in Oracle General Ledger and posting rules.
• Provide assistance in the Unit’s activities related to Oracle system, such as testing subsequent to system upgrades.
• Contribute to the review process of internal controls and actively propose suggestions for improvements.
• Support the preparation of quarterly financial reporting packages.
• Provide assistance in responses to internal and external audit queries.

Qualifications, Experience and Language skills

  • University degree in Finance, Accounting, Business Administration or related field.
  • Chartered Accountant, Certified Public Accountant, ACCA, etc. certification or in process.
  • At least two years work experience in accounting, including the preparation of financial statements.
  • Experience in supporting the work of external auditors in relation to their audit work is required.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $50377 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 23073*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.
