This position will be temporarily vacant until 31 July 2023. The position is located in the Division of Administration. The Associate Administrative Officer reports to the Chief of the Division of Administration.
The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region’s economic and social development. Responsibilities
Within delegated authority, the Associate Administrative Officer will be responsible for the following duties:
HUMAN RESOURCES MANAGEMENT:
• Undertakes actions related to the administration of the unit’s human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
• Provides information regarding conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
• Provides information on unit’s staffing needs for inclusion in department’s staffing table.
BUDGET AND FINANCE:
• Assists in developing the unit’s work program and budget; analyses inputs and formulates resource allocations by work program, or business processes.
• Supports the implementation of procedures and systems for implementing the appropriate financial database.
• Contributes to the development of budgetary and cost recovery management guidelines for own unit.
GENERAL ADMINISTRATION:
• Supervises support staff as required.
• Performs related administrative duties, as required (e.g., operational travel programme, monitoring accounts and payment to vendors and individual contractors for services, physical space planning and the identification of office technology needs and maintenance of equipment, software and systems).
• Design and standardize KPIs and SLAs to be signed with other UN Entities for the provision of services.

• CLIENT ORIENTATION: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.
Education
A first-level university degree in business or public administration, finance, accounting, law or related field is required.
Job – Specific Qualification
A certificate in process improvement or related methodologies is desirable.
Work Experience
A minimum of two years of progressively responsible experience in administration, finance, accounting, human resources management or related area is required.
Experience implementing continuous improvement processes to deliver improved performance of the operations is desirable.
Experience working in project using technology to improve processes is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position fluency in English (spoken and written) is required. Knowledge of Spanish is required.
NOTE:
‘Fluency’’ equals a rating of ‘’fluent’’ in all four areas (speak, read, write, and understand) and ‘knowledge’’ equals a rating of ‘’confident’’ or “fluent’ in two of the four areas.

In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
