Org. Setting and Reporting
This position is located within the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO), in the OHCHR/MONUSCO Joint Human Rights Office (UNJHRO) in the External Relations and Strategic Planning Unit. The Unit ensure the coordination of the UNJHRO strategic and programmatic planning and reporting, the resource mobilization and the coordination of the Office operations in liaison with specialized units of the Office and HQs The Associate Administrative officer will report to the Coordinator of the External Relation and Strategic Planning Unit (ERSP) under the overall guidance and direction of the Deputy Director of the JHRO.
Responsibilities
Within delegated authority, the Associate Administrative Officer will be responsible for the following duties: Human Resource Management • Undertake actions related to the administration of the unit’s human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. • Provide information regarding conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. • Provide information on unit’s staffing needs for inclusion in department’s staffing table. Budget and Finance • Assist in developing the unit’s and office work programs and budgets; analyses inputs and formulates resource allocations by work program, or business processes. • Monitor budgets/work programs with respect to Headquarters’ budget, trust funds and grants, on a regular basis, and reallocates resources as necessary. • Support the implementation of procedures and systems for implementing the appropriate financial database. • Contribute to the development of budgetary guidelines for own unit. General Administration • Supervise support staff as required. • Perform other related administrative duties, as required (e.g., operational travel programme, monitoring accounts and payment to vendors and individual contractors for services, physical space planning and the identification of office technology needs and maintenance of equipment, software and systems). • Contribute to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Provide logistical and administrative support of the Unit to the UNJHRO Field Presences in particular in the framework of the MONUSCO transition. • Support the participation of the office in the Operations Management Team and its working groups and initiatives such as common premises and shared/common services. Work implies frequent interaction with the following: Staff within work unit, human resources, administration, and accounting; staff in missions and Headquarters; counterparts in other UN agencies in particular the Operations Management Team. Results Expected: Applies specialised expertise with respect to a range of human resources, programme planning, budget, financial and administrative management tasks of the Department/Unit.

Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Working knowledge of French is required
