This position is located in the Regional Office for South-Eastern Europe (ROSEE) – Container Control Programme (CCP) with duty station in Istanbul, Türkiye, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The Container Control Programme (CCP) operates under the Passenger and Cargo Border Team (PCBT)/Border Management Branch (BMB)/DO and the incumbent will work under the direct supervision of the Programme Officer (Container Control Programme) acting as Programme Team Leader and the overall supervision of the Senior Law Enforcement Expert, (Drug Control and Crime Prevention, Head of Container Control Programme).

Responsibilities
The focus of the UNODC Container Control Programme (CCP) is to build capacity in countries seeking to improve risk management, supply chain security and trade facilitation in sea, land and airports in order to prevent the cross-border movement of illicit goods. The main focus of this position is to provide administrative and financial support to PCBT/CCP. Within assigned authority, the incumbent will perform the following specific tasks:
• Support the Team Leader in managing the work of UNODC inspectors and ensuring that work is carried out in accordance with required standards.
• Prepare the necessary documentation for inspection teams to be used during inspections.
• Support the Team Leader in developing and maintaining the daily planning and reporting of the inspection teams.
• Support the Team Leader in developing daily reports and maintaining factual data on inspections.
• Undertake actions related to the administration of the inspection teams’ human resource activities, e.g. planning of staffing requirements, recruitment and placement, including processing of visas and travel, ensuring consistency in the application of UN rules and procedures.
• Assist in developing work plans and budgets; analyse inputs and formulate resource allocations.
• Undertake actions related to the procurement of equipment and supplies for inspections, maintain inventory, etc.
• Contribute to the collection and analysis of data and identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
• Document requirements and background information used for data analysis.
• Perform other work-related administrative duties, as required.

Education
Advanced university degree (Master’s degree or equivalent), in business or public administration, finance, accounting, law or related field, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of two years of progressively responsible experience in administration, finance, accounting, human resources management or related area is required.
Work experience with an Enterprise Resource Planning (ERP) system is required.
Experience in financial analysis and budget monitoring is desirable.
Work experience with SAP/UMOJA is desirable.
Experience within the United Nations System or similar international organizations is desirable.
Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Working knowledge of Russian and Turkish is desirable. Knowledge of another United Nations official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise and a competency based interview.
Special Notice
This temporary position is currently available until 31 December 2023. Actual filling of this position and actual duration of the assignment is subject to availability of funding. If the selected candidate is an internal staff member of the United Nations Secretariat, the selection may be administered as a temporary assignment.
