This position is based at our Luxembourg headquarters and requires regular office presence. The EIB, the European Union’s bank, is seeking to recruit for its Group Corporate Services – Group Digital Office Directorate (GCS-GDO), Business Solutions Department (BSD), Corporate Applications Division (CA), Transversal Solutions Unit (TS) at its headquarters in Luxembourg, an (Associate) BMC Application Specialist*.

This is a full time position at grade 4/5 for which the EIB offers a permanent contract.

Purpose

You will look after the design, development and maintenance of the deployed functionalities in the BMC platform, in line with industry best practices and regulations.

Operating Network

Within the Corporate Applications Division, the primary role of the Transversal Solutions Unit is to identify, implement and maintain technical solutions, which digitalise and optimise some of the business and IT processes of the Bank.

Among them, BMC Platform is central due to the complexity of the architecture and the coverage of services reflected in number of users across EIB Group.

You will report to the Head of Admin Suite Unit and will have regular contact with colleagues in other Directorates, notably with Enterprise Architecture, IT Security, Integration and other IT teams. You will also cooperate with counterparties in client directorates in the functional areas covered by the Transversal Solutions Unit and have frequent contact with external suppliers.

Accountabilities

  • Participate to new and existing initiatives delivering code, configuration and scripts related to; BMC Digital Workplace Advanced, BMC Digital Workplace Catalog, BMC SmartIT, BMC SmartReporting, BMC Dashboards, BMC ITSM) in close collaboration with the relevant internal and external stakeholders
  • Take project management responsibilities and contribute to the preparation of documentation and reporting involved for delivering new or enhanced solutions
  • Ensure continuous improvement of the application landscape implementing standardization and agile delivery model in line with the IT enterprise architecture guidelines and recommendations, best practises and operational and audit needs
  • Manage and provide 2nd level user support for end-users
  • Liaise with the test manager to prepare and execute test scenarios, analyse test results on database impacts, errors or bugs, and usability
  • Coordinate the IT application consultants to the highest standards, project discipline and accountability
  • Participate in special initiatives that can go beyond the strict boundaries of own domain
  • Remain up-to-date with the last trends in the IT market

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in Engineering, Information Technology or a related field.
  • Minimum 3 years of relevant professional experience, including experience involving requirements analysis, software design, development, 2nd level support, implementation and maintenance of BMC/Helix Digital Workplace Advanced, BMC Digital Workplace Catalog, BMC SmartIT, BMC SmartReporting, BMC Dashboards and BMC ITSM
  • Experience working with multicultural and international teams
  • Good technical background in Object Oriented Design Programming (C#, Java), scripting languages (Unix shell, Python, PL-SQL) and DBMS Systems (Oracle and/or MSSQL and/or MySQL)
  • Good knowledge of cloud principles
  • Able to work with various counterparts and disciplines (HR, financial, operations etc), understand and translate their requirements into software solutions in line with their needs
  • Excellent knowledge of English and/or French (**), with a good command of the other.

As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
