Org. Setting and Reporting
The United Nations Integrated Office in Haiti (BINUH) was established by Security Council resolution 2476 and is mandated to promote and strengthen political stability and good governance, including the rule of law, preserving, and advancing a peaceful and stable environment, supporting an inclusive inter-Haitian national dialogue, and protecting and promoting human rights in Haiti. This position is in the Human Rights Section within the United Nations Integrated Office in Haiti, (BINUH), Port-au-Prince. Duties contribute to the mandate implementation of the mission through the promotion Human rights, and child protection, conducting, monitoring, reporting and investigate on human rights humanitarian law violations; designing, implementing activities for building the capacity of State officials and of civil society in order to provide advice to the national authorities to implement recommendations for compliance with Children treaties; Mandate in line with Security Council resolutions on children and armed conflict and as laid out in the DPKO Policy on mainstreaming Children’s protection rights and well-being in UN Peacekeeping Operations (2009/17). The incumbent reports to the head of the monitoring and investigation team.
Responsibilities
Within the limits of delegated authority, the Child Protection Officer will be responsible for the following duties: • Carries out basic research on selected aspects of child protection issues to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources, such as national authorities, civil society, UN Agencies, Funds and Programs with complementary mandates, other relevant partners, and open sources, and inputs verified information into human rights database according to UN methodology. • Assist in the preparation of advice which may be provided by the senior officer concerns into all aspects of the activities, strategies, policies, and training programs of the peacekeeping operation and assists in the overall implementation of relevant Security Council resolutions (SCRs) on children and armed conflict; where necessary, conduct investigations into grave violations identified by the UN Security Council and other violations committed against children; • Drafts and reviews as appropriate and ensure timely delivery of reports, briefing notes, talking points and other communications to brief in compliance with the mission mandate. • Works closely with UNICEF Child Protection Officers or other actors leading on in implementing the Monitoring and Reporting Mechanism (MRM) established pursuant to S/RES/1612 (2005) in coordination with the UN Country Task Force on Monitoring and Reporting of child rights violations. • Provides assistance to backstopping to Child Protection Unit’s efforts by providing technical assistance to national authorities’ implementation of national action plans to address grave violations against children as called for in SCRs 1539, 1612, 1882 and 1998. • Liaises with appropriate national authorities, civil society, UN actors, non-governmental organizations (NGOs), the host government, and relevant coordination mechanisms in providing adequate responses to violations committed against children. • Participates in field visits and/or joint assessment missions as directed and provides up-to-date information sharing on substantive matters related to the rights of the child; • Assists in providing training on child rights and child protection to the civilian staff of the mission to the national authorities, and organization of civil society. guidance to new colleagues and may supervise support staff; • Contributes to the integration of gender perspectives/considerations and specific children’s rights issues in all activities and for the equal participation of women and men in all areas of work. • Performs other duties as required.

Education
Advanced university degree (master’s degree or equivalent) in law, political science, economics, other social science or related field. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
At least 2 years of progressively responsible experience in the human rights field, or closely related areas is required. Experience in the monitoring human rights situation, including the promotion and protection of the rights of the child in accordance with international standards is desirable. Experience in capacity building activities for the protection and promotion of human rights is desirable. Recent experience in working for a law enforcement institution or a civil society organization in Haiti is desirable. Experience in the field of child protection and/ or juvenile justice is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in French, (both oral and written) is required; knowledge in English is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
