Org. Setting and Reporting
This position is located in the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO), Goma. The incumbent will report to the Civil Affairs Officer in Goma and the Chief of Service, Civil Affairs.
Responsibilities
Within limits of delegated authority and under the supervision of the Civil Affairs Officer, Head of PRM Unit ,the Associate Civil Affairs Officer will be responsible for, but not limited to, the performance of the following duties:
• Provide information and analysis for the Mission and other actors where applicable, on political, social and economic issues affecting conflict dynamics and protection issues at the local and regional level, including analysis on how these relate to the national level and vice versa; ensures that the concerns and perceptions of the local population are effectively communicated to the Mission, as well as other actors where appropriate.
• Establish and maintains contact with relevant interlocutors at the local level as directed, including representatives of local authorities, as well as civil society actors, non-governmental organizations, community representatives and representatives of local interest groups.
• Coordinate activities and initiatives (across disciplines and components) with other team members to achieve consistency and synergy in mandate implementation; collects information at the local level as required and undertakes assessment of specific sectors with a view to identifying needs and priorities; assists in identifying the concerns and perceptions of the local population.
• Contribute to overall mission monitoring and planning as required.
• Assist in organizing outreach activities to promote good relations and understanding between Mission’s actors and the population and ensure accurate information dissemination on Mission’s role and mandate.
• Draft daily, weekly, monthly and thematic reports, mission briefings and CAS inputs to the Secretary Generals reports and other publications of CAS.
• Work closely with civil society groups, local protection committees or institutions that promote a culture of peace and reconciliation, including through organizing joint initiatives and events.
• Identify sources and collect information related to Civil Affairs mandate and provide analysis on political, conflict resolution, early warning, protection issues and other relevant issues with regard to the situation on the ground.
• Perform other duties as required.

Education
An advanced university degree (Master’s or Doctorate degree, or equivalent) in political science, law, international relations, public administration, social sciences or related fields is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of two (2) years of progressively responsible experience in Political Affairs, Civil Affairs, Social sciences or related work in a conflict or post-conflict environment is required. This experience may be gained through a UN Peacekeeping Operation, UN special political mission, UN agencies, funds, and/or funds or programmes, National or International NGOs, community-based organizations, research institutions, bilateral donors, regional organizations, or other related actors working on peace consolidation.
Proven report writing skills and proposal writing are desirable.
Experience relevant to civil affairs monitoring, analysis and reporting is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in both English and French is required.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
This position is temporarily available until 30 June 2024. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
