This position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment. We also offer relocation support.

The EIB, the European Union’s bank, is seeking to recruit for its Group Corporate Services Directorate – Group Digital Office (GCS-GDO), Data and Information Solutions Department (DIS), Data & Information Governance Division (DIG), EIF Data & Information Governance Unit (EIFDIG), at its headquarters in Luxembourg, a (Associate) Data Governance Officer*.

This is a full-time position at grade 4/5 for which the EIB offers a permanent contract.

Purpose

In close collaboration with business directorates, business support and technology partners, develop, support and implement information and data governance activities, contribute to various projects and initiatives to the operationalization and maintenance of the Data Management and Governance Policy (DMGP) and related frameworks, guidelines, processes and procedures, thereby contributing to the achievement of the EIB Group objectives.

Operating Network

The Data Governance Officer reports to the Head of the EIF Data & Information Unit. The unit is responsible for bringing together central functions responsible for its data governance, as well as information management activities. The mission is to maintain transparency, accountability & standardization on reporting processes. It encompasses the continuous development of a Business Glossary, the identification & assignment of ownership in any reporting datapoints and, the maintenance of data governance principles and policies, in line with EIB Group policies and business needs.

The unit is accountable for the management of the reporting governance, master data, data quality and policy creation and management of M-Files – the solution for content, collaboration, records, and information sources management.

Accountabilities

  • Operationalise and continuously improve data governance policies/frameworks (such as metadata, data quality, data access, reporting, EUC management) including processes, roles and responsibilities in close collaboration with relevant stakeholders
  • Design and run communication and change management campaigns to share knowledge and increase awareness on the established data governance policies
  • Lead operational activities (such as validation of glossary assets, the reporting and EUC declaration cycles, the resolution of data quality issues and project review to identify potential impact on data)
  • Monitor data quality through the implementation and operation of regular data quality status reporting
  • Support transversal data quality initiatives, including at EIB Group level, with data stewards, data owners and data custodians, helping to establish, promote and improve data governance by utilising data quality and business glossary processes and solutions
  • Support various data governance awareness and training activities to ensure stakeholders and customers understand their data governance-related goals, benefits and responsibilities
  • Keep up to date with market trends and developments with regard to own area
  • Support the assessment and review of BCBS239 initiatives, group guidelines, and compliance levels

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably with exposure to data governance and quality subjects and sound understanding of Information Technology
  • Minimum 3 years’ relevant work experience covering data management, business reporting, data analysis and data quality, ideally gained in banking or financial sector in an international context
  • Hands-on experience in data analysis and statistics, including applying techniques to measure, assess, improve and ensure the quality of data
  • Experience in regulatory and risk reporting
  • Good knowledge of enterprise data management best-practice frameworks and guidelines such as BCBS 239, the Data Management Body of Knowledge (DMBOK), MIKE 2.0 or ISO 11179;
  • Excellent negotiation skills at different levels
  • Excellent knowledge of English and/or French (**), with a good command of the other. Knowledge of other EU languages would be an advantage.

(**) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
