POSITION DETAILS Position Title: Associate Director, Awards Management

Location: VA Office, HQ Office, Hybrid, or US Remote Department: Awards Management

POSITION SUMMARY Position Overview: This senior leadership position works closely with the Sr. Director, Awards and Pricing to direct Winrock’s Award Management (AM) Unit. The Associate Director of Awards Management is responsible for ensuring a client focused approach and providing compliance management of a diverse portfolio of awards which includes contracts, grants, and cooperative agreements across a broad set of funders. Supervises and mentors Award Management staff in the US and in Kenya. Directly supports projects across the globe. USAID experience with both grants and contracts is required for this role.

POSITION RESPONSIBILITIES

Major Responsibilities Provides contractual support and guidance globally on donor and Winrock rules and regulations, prime and sub awards, consultant management and sub-contracts.

Assigns project portfolios and promotes client focused approach in the provision of services provided by AM team.

Recommends and implements improvements to award related workflows and develops and systems to strengthen overall compliance with award terms and conditions, regulations and Winrock policies.

Identifies projects that have challenges in issuing and managing contracts and grants provides remote and on-site AM support focused on building the capacity of field staff.

Provides guidance and trainings in response to identified needs to ensure award functions are implemented consistently across the global organization.

Develops and delivers training, tools, and other guidance documents.

Coordinates with program staff to develop, analyze, revise, amend, review and support awards. Participates in negotiations with donors to represent Winrock contractual interests.

Provides guidance on the most appropriate mechanisms to achieve project objectives when issuing grants and contracts Takes the lead in addressing contractual disputes, recommends possible courses of action and works with relevant staff to ensure resolution of all outstanding issues.

Approves contractual documents in according with Winrock’s schedule of delegations of authority.

Remains current on changes within the industry through resource sites, publications, and continuing education, and provides training and refresher sessions on pertinent topics. Maintains high ethical standards of integrity and respects confidentiality in representing Winrock International.

Works to identify areas for improving knowledge management, sharing tools and improving field focus for awards management. Performs additional responsibilities as assigned

POSITION QUALIFICATIONS

Education: Bachelor’s degree in Business Administration or Public Administration required. Masters or other advanced degree preferred. Experience:

A minimum of 9 years of experience in an international development organization working in contract, grant, and awards management. A minimum of 5 of those years at the senior level with supervisory experience.

Extensive experience in working with USAID funded contracts and grants, must also have some experience with other USG agency funding including USDA and DOL.

In-depth knowledge of US Government contract and grant rules and regulations. Previous training development and delivery experience required. Knowledge of international/multilateral donor requirements, such as those for World Bank, Asia Development Bank preferred. Experience working with international development organizations in a headquarters or field environment required. Computer/Technical

Skills: Proficiency in MS Office (Word, Excel, PowerPoint, Teams). Communication Skills: Excellent verbal and written communications skills including writing, editing, and proof-reading required. Strong attention to detail. Language: Proficiency in English required. Secondary language in French, Spanish, or Portuguese preferred. Required Travel: Willingness to travel internationally up to 25% per year. Position-Specific Skills:

Demonstrated strong organizational skills, including workflow management, coordinating a variety of tasks simultaneously and demonstrating flexibility. Ability to manage priorities while maintaining attention to detail in a fast-paced environment. Solution oriented, ability to work independently and exercise sound judgement. Ability to make decisions quickly and weigh options for the good of the organization, program and Funder. Ability to manage multiple priorities and motivate staff and create a team approach in handling issues. Must apply highest level of ethical standards to all work.

Ability to multi-task and juggle competing priorities while ensuring quality output. Physical Demands: Typical office environment with continual sitting or standing required. Must be authorized to work within the United States. While this role is remote within the US, employees are expected to work East/Central hours.
