CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Program Summary

CHAI has launched an ambitious effort to scale-up access to treatment for diarrhea and pneumonia, which combined, kill over 1.5 million children every year. Working with the governments of five high-burden countries and leading global institutions, CHAI’s Essential Medicines team is supporting intensified efforts at both global and country levels to plan, resource, and implement effective interventions for scaling-up access to treatment for these conditions – specifically zinc and ORS for diarrhea, and amoxicillin and oxygen for pneumonia.

Due to the global needs created by the COVID-19 pandemic and in recognition of its relevant expertise in pneumonia-related respiratory care, CHAI has been funded to rapidly expand the scope and scale of its medical oxygen work. This has meant rapidly adding support to over twenty additional countries, entering new technical domains relevant to oxygen systems planning and implementation, designing and executing complex market-shaping strategies for bulk medical oxygen and related equipment, and dramatically expanding the Essential Medicines team’s staffing footprint to implement these workstreams.

Position Summary

CHAI’s Essential Medicines Team is seeking a highly motivated individual with superior problem-solving and communication skills who is resourceful, collaborative, and proficient in quantitative analysis to support the financial and operational efforts of CHAI’s Essential Medicines program. The candidate must have a passion for results and a commitment to excellence.

The candidate should have experience working in a fast-paced, multi-cultural environment and functioning independently with minimal guidance. The role will provide support to the entire Essential Medicines portfolio of ~25 teams, mostly in Asia and Africa, as well as be imbedded on the Budgeting & Reporting Finance team (B&R). Furthermore, the role will entail cross-functional responsibilities as the finance lead for the Global Markets Team and the Global Assistive Technology Team. Therefore, the candidate must have excellent relationship-building and communication skills and ability to work effectively with others remotely.

Key measures of success in this role include: dependable advisor to senior management on financial aspects of grant management, detailed understanding of variances to budget and impact on programmatic decision-making; a demonstrated command of the underlying operational and financial content of the projects supported; proactive identification and resolution financial issues; leader in training of programmatic staff to manage and analyze grant financials.

The Associate Director, Finance & Operations will report to the Essential Medicines Senior Director, and will have dotted-line reporting to the B&R Senior Director. The Associate Director will also be part of the EM internal management team. Expected travel is 10%.

Responsibilities

Grant Financial Management

  • Leads in creation of comprehensive budgets for new grant proposals (or re-budgeting of existing grants) that meet both CHAI and donor requirements
  • Leads in coordinating with CHAI Finance to set up, maintain, and close out grants in CHAI’s finance system
  • Manages completion of financial reports, working directly with the relevant program leads for CHAI’s various country teams, global partners, and finance administration departments, as well as the B&R Senior Director
  • Manages financial compliance for Essential Medicines, as well as Global Markets and Global Assistive Technology grants, including policies pertaining to close-out of grants coming to an end

Monthly Financial Review and Annual Budgeting

  • Reviews monthly expenses and variances across the portfolio and highlights key risks to the management team
  • Analyzes and report on monthly finances and budget to CHAI finance teams
  • Works with the program directors and team leads to allocate funding across grants and years
  • Leads annual budgeting and semi-annual reforecasting to ensure consistency and accurate reflection of programmatic goals given the financial resources available
  • Analyze previous spending trends to inform the current year’s budget figures, also accounting for newly anticipated needs from the team in the upcoming year

Financial Planning and Evaluation

  • Leads in the creation and maintenance of financial models to track expenditures and generate forecasts to help drive programmatic decisions
  • Leads in creation and maintenance of tools and systems to ensure accessibility of financial data to relevant teams and team members
  • Identifies, investigates, and implements potential areas for financial and operational improvement

Operational Management

  • Manages the Essential Medicines Program Coordinator who provides support to the below objectives
  • Coordinates input and leads implementation for priority changes to improve effective communication, streamlined coordination, and knowledge management across the Essential Medicines team
  • Supports team-wide annual goals setting and prioritization by tracking progress and facilitating regular opportunities to assess risks, challenges, and successes
  • Leads in the operational compliance and financial aspects of engagement with donors during the contracting, programming, and grant close out stages
  • Strengthen and support HR processes from hiring and on-boarding to professional development and retention

Qualifications

  • Advanced degree; Master of Business Administration (MBA) or Master of Public Administration (MPA) preferred. Bachelor’s degree and relevant work experience may be considered in lieu of an Advanced degree.
  • 6-8 years of prior experience in a related field (experience with an international non-profit/NGO is preferred)
  • Strong familiarity with financial systems, budgeting, accounting best-practices, expense recording and reporting
  • Strong quantitative skills and solid experience in financial modeling using advanced Excel features
  • Dynamic individual with strong leadership, interpersonal, analytical and problem-solving abilities
  • Excellent written and verbal communication skills to deliver high quality, actionable feedback on a variety of complex issues to management, donors, and partners
  • Ability to multi-task and work in a fast-paced environment; self-motivated and capable of working independently as well as within a team
  • Proactive solutions-oriented capability
  • Ability to travel domestically 2-3 times per year and internationally 1-2 times per year
  • Highest ethical standards, a deep sense of collegiality, as well as a strong desire to create positive change on a big scale
