The Associate Director, Global Recruitment & Onboarding plays a critical role in developing and implementing effective recruiting strategies to attract top talent across diverse regions, as well as ensuring a seamless and engaging onboarding process for new hires. The Associate Director will also be responsible for overseeing staff relocation, visa processes in the US and internationally, as well as HRW’s Internship and Fellowship programs. They will oversee a team of four recruitment and onboarding professionals.

This position will be based in either HRW’s New York City or Washington DC office and is part of the Global People & Culture team, reporting to the Global Human Resources Director.

Responsibilities:

1. Oversee all aspects of HRW’s global recruitment including the design and implementation of global recruitment strategies to attract diverse candidates across different regions;
2. Collaborate with senior leadership and hiring managers to understand hiring needs and challenges, advise on development of consistent job descriptions and role level with a focus on attracting a diverse pool of candidates for each recruitment, with a focus on Diversity, Equity, and Inclusion principles throughout the process;
3. Train hiring managers and staff on recruitment policies and procedures, ensuring best recruitment and screening practices throughout the interview process, including structured interview questions, evaluation criteria, and compliance with local hiring regulations;
4. Develop and employ strategic relationships and networks with talent sources such as schools, social networks, partner agencies, and employment professionals;
5. Monitor and evaluate the effectiveness and efficiency of the recruitment process, using data and metrics to track the performance and outcomes;
6. Oversee onboarding and orientation of employees globally, prioritizing the candidate experience including reviewing offer and hire letters, employment contracts, and benefit information, ensuring all contracts and paperwork is up-to-date and in line with current employment laws;
7. Oversee hiring processes and expiry tracking for temporary staff, consultants, interns and fellows ensuring that worker classification is appropriately assigned and that contracts are in compliance with employment laws;
8. In collaboration with the HR team, administer HRW’s relocation program for new employees and inter-organizational transfers globally, including global visa/work authorization processing, as needed;
9. Liaise with operational teams (e.g. Financial Planning & Analysis, Information Technology, Information Security, Physical Security, DEI, and the General Counsel’s Office) to ensure that recruiting, onboarding, immigration, and relocation processes are aligned with organizational goals and sharing relevant information in a timely fashion;
10. Refine, update, and develop policies that govern HRW’s talent acquisition and global mobility processes and ensure that they are both legally compliant and align with industry best practice, as needed.
11. Lead, motivate, and mentor direct reports, including communicating clear expectations, setting performance objectives, providing regular and timely constructive feedback, ensuring balanced workload, providing guidance on professional growth, and monitoring staff well-being as it pertains to stress and resilience issues and self-care; and

Perform other responsibilities, as required.

Qualifications:

Education: A bachelor’s degree in human resources or a related field or equivalent work experience is required.

Experience: A minimum of five to seven years of relevant work experience in human resources and recruiting, preferably in a global setting, is required.

Related Skills and Knowledge:

1. Experience and knowledge in recruitment and onboarding, with an understanding of best practices with a DEI focus, is required.
2. A strong understanding of global hiring best practices, employment classification and laws, and compliance requirements is required.
3. Proven experience leading and managing a team of HR professionals is highly desirable.
4. Experience navigating US and international immigration processes for staff and resolving immigrations matters is highly desirable.
5. Interpersonal skills and the ability to listen, interact and communicate effectively and emphatically with all levels of globally diverse staff and other key stakeholders are required.
6. Good judgment and analytical skills and the ability to solve problems creatively are required.
7. The ability to maintain confidentiality is required.
8. Strong oral and written communications skills in English are required; fluency in French or other languages is highly desirable.
9. Strong computer knowledge including MS Office applications, HR Management Systems (HRMS), and an Applicant Tracking System (ATS), is required; experience with Greenhouse and UltiPro (UKG) systems is desirable.
10. Experience with a globally diverse and multicultural workforce, contributing to inclusion and equity through effective employee relations, and to diversity, multi-cultural experience, and sensitivity to issues of marginalization, discrimination, and harassment are required.
11.
Prior experience in a global non-profit environment is highly desirable.

Salary and Benefits: HRW seeks exceptional applicants and offers competitive compensation and employer-paid benefits including medical, dental, vision, disability and life insurance. HRW offers a relocation assistance package and will assist employees in obtaining necessary work authorization, if required; people of all nationalities are encouraged to apply. The salary range for this position if based in the US is USD 102,000-112,000. Salary ranges outside of the US vary based on location.
