Purpose of Job

The Associate Director, Lead Regional Economist is part of the Country Economics, Strategy team within Policy Strategy and Delivery department and heads our macroeconomic and structural reform analysis for one of the Bank’s sub-regions. He/she also supports country management in planning and delivering Bank’s policy agenda in this sub-region. He/she is located in one the Bank’s regional hubs.

Accountabilities and Responsibilities

  • Lead Bank’s assessment of macroeconomic developments, monitoring of structural reforms, and planning and delivering Bank’s policy dialogue in one of the Bank’s sub-regions;
  • Lead work on Country Diagnostics, contribute to Country Strategies and Country Strategy Delivery Reviews,
  • Prepare and maintain Policy Compacts working jointly with the country management and all policy teams active in the sub-region;
  • Contribute to Regional Economic Prospects and provide Transition Report country assessments;
  • Prepare regular growth forecasts and long-term macroeconomic scenarios to be used in the financial models by the Banking department;
  • Contribute to regular and ad hoc risk analysis, including Bank wide and regional stress tests;
  • Perform ad hoc assignments, including background research on macroeconomic, sectoral and other policy developments, drafting of briefings, presentations, and focus pieces;
  • Interact with country authorities, clients, potential investors, rating agencies, academia and think tanks;
  • Maintain dialogue with the IMF, World Bank, other international financial institutions, and donor agencies;
  • Formulate and communicate Bank views on the region’s economies and policies and represent the Banks vis a vis the media, authorities, clients and in various public forums;
  • Support bankers to identify priority areas and potential projects with high transition impact and contribute to their preparation, including formulating a clear transition impact narrative;
  • Manage or lead selected TC projects related to EBRD operations and policy dialogue in the region;
  • Be accountable for the engagement and effective overall management of staff including recruitment, performance management, coaching and development.
  • Be a champion and role model the Bank’s Behavioural Competencies and Corporate Behaviours, ensuring adherence within the team(s) so that the highest standards of integrity and ethical conduct are exhibited at all times
  • Be prepared to travel extensively and regularly, in particular to the countries in the sub-region.

Knowledge, Skills, Experience & Qualifications

  • Advanced degree (Ph.D. preferred) in economics or related field from a leading university;
  • Strong knowledge of macroeconomics and economic policy issues facing transition economies and emerging markets;
  • Extensive relevant postgraduate professional experience, preferably in an international organization, government agency, think tank or other policy environment;
  • Experience with policy and policy-relevant research on transition and emerging market economies, in particular, on countries of operation of the EBRD;
  • Knowledge in one or more sector policy areas and project experience would be a major plus;
  • Excellent personal skills;
  • Excellent communication and writing skills in English at the standard required for professional publication and official documents;
  • Fluency in one or more of the languages of the region would be an advantage;
  • Experience in team management would be a major advantage;
  • Excellent interpersonal skills and ability to work effectively in teams as well as independently;
  • Ability to plan and organise work unsupervised;
  • Ability to work under pressure and meet tight deadlines;
  • Good organisational and multi-tasking skills;
  • Ability to operate in a multicultural environment and build effective working relationships with internal/external clients and colleagues.
