The EIB, the European Union’s bank, is seeking to recruit for its Finance Directorate (FI), Planning and Settlements of Operations Department (PRO) – Contracts and Disbursement Division (C&D), Disbursements Unit (DIS), at its headquarters in Luxembourg, (Associate) Disbursements Officers*. These are full-time positions at grade 4/5 for which the EIB offers a permanent contract.

Purpose

The role of the team is to contribute to the lending activity of the Bank by providing effective transaction processing support as part of the Finance (FI) Disbursements unit within the Contracts & Disbursements division. The transaction processing support provided by the FI Disbursements unit includes booking of EIB lending contracts, checking of open rate quote requests’ compliance with contract before rate setting, booking of standard and non-standard loan and equity disbursements and guarantees, charging of commitment and deferment fees as well as processing of technical assistance/grant disbursements.

You will also support the Operations Directorate in development of new lending products, as well as new mandates from the European Commission and/or Member States, with a view to ensuring that adequate information is recorded and available for risk management, liquidity planning and accounting purposes.

Operating Network

You will operate in a team of 10 people. The unit’s activity shows substantial peaks due to seasonality of the business, requiring a considerable level of resilience. You will participate in the administration of loans and guarantees and processing of disbursement operations to ensure their compliance with the Bank’s procedures, specific terms of the finance contracts and the conditions of the mandates. As the (Associate) Disbursement Officer you will contribute at the same time to the analysis and identification of inefficiencies in seek of automation opportunities.

Accountabilities

  • Validate interest rate quotations, in compliance with the financial documentation, process the deal in the banking systems and validate settlement instructions.
  • Analyse and process guarantee instructions and take action when corrections are required to comply with the guarantee agreements.
  • Analyse current processes to identify inefficiencies and opportunities for improvement and participate in working groups seeking the development of automated IT solutions to streamline operations.
  • Participate and represent the unit’s interests in transversal initiatives/working groups affecting the Bank’s lending activities; promote good communication with the Bank’s other services (front and middle office in particular) and provide assistance in clarifying reconciliation issues in accounting, risk management and liquidity planning.
  • Identify solutions to record data for new products, new mandates and/or non-standard transactions; analyse if they are recordable by means of existing configuration or if additional configuration/system adjustments are needed.

Qualifications

  • University degree (minimum an equivalent to a Bachelor), preferably in Business Administration, Finance, Economics, eventually IT.
  • At least 3 years relevant professional experience gained in a financial institution, in an operational (lending) or related transaction management or restructuring function or in a middle office/back office.
  • Very good knowledge and understanding of financial products; and in particular structured and hybrid products.
  • Knowledge of basic accounting and risk management principles.
  • Very good understanding of loan documentation.
  • Strong quantitative skills.
  • Very good IT literacy.
  • Excellent knowledge of English and/or French (**), with a good command of the other. (Knowledge of other EU languages would be an advantage).

In addition, preference may be given to applicants with:

  • Prior experience in the back or middle office of an international financial institution.
  • Proficiency or experience in the use of Wallstreet Suite (CLM-TRM) applications.
  • Good knowledge with guarantee products and their instructions processing.
  • Project management experience or extensive involvement in automation/IT projects.

As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
