Duties and Responsibilities
The Consultant will manage the following tasks:
1) Support specific to Germany
• Support the securing of funding agreements with the German Federal Foreign Office
• Support the securing of funding agreements with KfW and GIZ, funded by BMZ
• Maintain close relationships including regular meetings, responding to questions with German stakeholders.
• Contribute to briefing notes for missions to Germany and for field visits of high level delegations from Germany. Coordinate and organise field visits.
2) Coordinate UNRWA internal processes of funding/project administration funded by Germany
• Coordinate with relevant departments and fields the drafting of requested concept notes and funding/project proposals and ensure they meet donor requirements
• Liaises with the Finance Department and Programme Directors to verify information before submission to donors
• Assists in provision of guidance to Field Offices and HQ Departments to enhance the quality of proposals and report writing;
• Coordinate and facilitate decisions during project implementation with relevant departments and fields in coordination with donors.
• Supports the Finance Department, Field Offices and Programme Departments to ensure timely submission of progress and final reports;
• Ensures proactive coordination with concerned Departments, Field Offices and Representatives Offices on contributions, donor-funded projects and external relations activities and ensures timely follow-up.
• Supports the overall internal coordination, such as organizing meetings, drafting meeting notes and following up on internal issues of interest to the Donor Relations Division;
• Performs other duties as may be assigned by the supervisor(s).
3) General Fundraising with donors (Germany, Austria, Estonia, Latvia, Lithuania, Liechtenstein, Slovakia, Slovenia)
• Participates in developing and maintaining effective relationships with donors, and organizes and participates in missions and meetings with donor countries, as necessary; provides a consistently high level of customer service to local donor representatives and their officials in capitals;
• As requested, and under the guidance of the team leader, prepares first draft of briefing documents, including letters, briefing notes, background documents. Prepares for meetings with donors and organizes visits for Senior UNRWA officials;
• Contributes to the dissemination of accurate information regarding the Agency’s functions among government officials, media, civil society, and the public; checks project progress and final reports for accuracy against donor agreements and requirements, and drafts correspondence for the purpose of fundraising and advocacy;
• Assists in developing and implementing the Agency’s resource mobilization strategy, and conducts research into potential new funding opportunities;
• In coordination with the team leader, contributes to the development of outreach materials for the purpose of fundraising;
• Prepares negotiations for bilateral agreements, Memoranda of Understanding (MOUs) and project proposals with donors on behalf of the Agency; follows up with donors on requests regarding extension or modification of projects.
CONDITIONS OF SERVICE
• The duration of the consultancy, which is based in Jerusalem, is for 4 months, with the possibility of extension, and an expected start date of 1 September 2023 until 31 December 2023;
• Remuneration will be US$228 (P2 equivalent) per day.
Qualifications/special skills
Minimum Qualifications and Experience
¿ A university degree from an accredited educational institution in communications, social sciences, economics, Business Administration, humanities or related fields.
¿ A minimum of 2 years of progressively responsible experience in a relevant field, preferably in an international context.
¿ Minimum of 2 continuous years of relevant international experience outside UNRWA’s areas of operations and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number.
Desirable Qualifications
¿ Previous experience with a UN agency;
¿ Previous experience in working for a donor representation
¿ Knowledge of working with the German humanitarian assistance and/or development cooperation including GIZ and KfW
¿ Knowledge of the Middle East region;
¿ Knowledge of German language.
Competencies
• Ability to plan and prioritize the work under tight deadlines and handle multiple concurrent activities;
• Positive attitude and strong analytical, interpersonal and communication skills;
• Proven ability to exercise initiative;
• Proficiency in using computer applications, including Excel and MS word.
Languages
• Fluency in spoken and written English.
