Org. Setting and Reporting

The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

This position is located in the Sustainable Transport Section, in the Transport Division. The incumbent reports directly to the Chief of Section.

Responsibilities

Under the direct supervision of the Chief of Section, and overall supervision of the Director, Transport Division the incumbent is required to perform the following functions:

Economic and/or sector analysis:

• Collects, evaluates, interprets, analyses specified statistics and qualitative socio-economic information obtained from a variety of sources including research and analysis of emerging issues and trends in sustainable transport development with particular focus on road safety and/or smart transport.
• Maintains databases and programmes for database management related to sustainable transport development with particular focus on road safety and/or smart transport organizes non-quantitative information.
• Assists in the design, testing, operation, and modification of econometric models related to sustainable transport development.
• Prepares briefing notes, inputs to speeches and similar material on economic or sector issues models related to sustainable transport development in a form that is meaningful to non-specialists.
• Prepares first drafts of sector, country, or regional components of analytical studies on sustainable transport development issues and policies.
• Assists in the organization and servicing of expert group meetings, seminars, etc linked to projects and activities related to sustainable transport developments.

Intergovernmental support:

• Prepares inputs for reports on relevant sustainable transport development to intergovernmental bodies.
• Follows intergovernmental meetings and prepares summary reports and similar material.
• Prepares inputs to statements by members of the Bureau and Secretariat staff to such meetings.
• Assists in the organization of panels, round tables etc on development issues for inter-governmental processes.

Technical cooperation:

• Compiles and analyses the data and other information necessary for the preparation of technical cooperation project proposals in the area of economic development related to sustainable transport development.
• Prepares documentation for technical cooperation programmes and projects related to sustainable transport development.
• Assists and contributes to the preparation of material for the approval of regional, country or sector technical cooperation projects related to sustainable transport development.
• Monitors, backstops and assesses the implementation of technical cooperation programmes and projects related to sustainable transport development.

General:

• Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the Section’s services.
• Undertakes on-the-job and other training activities, both internally and externally.

Education

Advanced university degree (Master’s degree or equivalent degree) in economics, engineering, transport, management or related field is required.

A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes, preferably transport-related field is required.

Experience in the United Nations Common System or international organizations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Special Notice

This is a temporary position and will be available for 6 months initially. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post.

Locally recruited General Service staff members applying for this post must meet the minimum requirements, including academic qualifications and years of relevant experience. Relevant experience in the General Service category at G-6 and G-7 levels may count towards experience requirements.
