Organizational Setting

The Department of Management (MT) provides a ‘platform of services’ that serves as a foundation for the successful delivery of the IAEA’s scientific and technical programmes. Its mission statement is as follows: “Solutions partner championing efficiency and innovation”. Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States.

The Division of General Services provides service functions throughout the IAEA such as travel and transport support, facilities management, archives and records management, and management of the VIC Commissary. It has five sections.

The Seibersdorf Laboratory Services Section provides site operation technical and administrative services to IAEA laboratory activities in support of programme implementation. These include facility, technical, engineering, property and transport management. The Section has a diverse complement of 35 staff, including technicians, drivers, procurement assistants and FM support.

The Facilities Management and Engineering Unit is situated in the Seibersdorf Laboratory Services Section (SLSS) and is located at the IAEA’s Laboratories in Seibersdorf, approximately 45 km south of Vienna.

Main Purpose

Under the supervision of the Section Head of SLSS, and in close collaboration with the Supervisor FMEU, the incumbent participates in all SLSS project activities. S/he prepares technical drawings, contributes to cost estimates and bills of quantities for building and construction related projects. In addition, s/he updates facilities management data for the site.

Functions / Key Results Expected

• Gather relevant background information and perform initial analysis of service requests and project requirements;
• Review and analyse technical proposals for technical compliance and suitability to requirements;
• Follow up on projects status, work requests and other information flow from/to requestors;
• Update all kinds of electronical plans with CAD such as site master plan, changes in existing structures, building history presentations, etc.;
• Review and re-measure existing data on building/laboratory space;
• Restructure the SLSS archives and records to allow the migration to a newly established centralized data base by
– reviewing the content of construction and maintenance project folders; and
– reviewing, assessing and cleaning old hardcopy archives.

Qualifications and Experience

  • University degree in Engineering and/or Architecture and Planning.
  • Minimum of two years of relevant experience in facilities management, construction activities or maintenance of an infrastructure complex, at national or international level.
  • Excellent oral and written command of English, knowledge of German is highly desirable. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
  • Knowledge of CAD (preferably AutoCAD) software. Familiarity with building management/automation and control systems, and security systems.
  • Ability to identify and analyse engineering data of relevance.
  • Communication skills: Excellent drafting and presentation skills in English.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 150, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
