The EIB, the European Union’s bank is seeking to recruit for its Group Corporate Services Directorate, Buildings and Logistics Department, Facilities Management Division, Buildings Operations & Maintenance Unit at its headquarters in Luxembourg, an (Associate) Facilities Contract Manager HVAC systems*.

This is a full-time position at grade 4/5 for which the EIB offers a permanent contract.

Purpose

You will coordinate and manage activities, services and projects to deliver state-of-the-art services to the EIB Group buildings in order to ensure optimal operation and maintenance (mainly for HVAC systems) of the buildings as well as optimal experience for the end user in line with the bank’s needs, industry best practices and in compliance with facility management standards and processes.

Operating Network

You will report to the Head of the Buildings Operations and Maintenance Unit. On a regular basis, the position may require on-call duties to be performed in the evenings and on weekends and bank/public holidays.

You will closely cooperate with colleagues from the Group Corporate Services as well as with colleagues in other Directorates. You will liaise with internal/external coordinators and general contractors among others.

Accountabilities

  • Manage complex facilities management contracts autonomously
  • Provide advice on the rationalisation, evolution and management of Technical FM Services related to HVAC systems and on any of the following devices (but not limited to): HVAC, Sensors, Lighting, Lifts, Energy, Blinds, Electrical (Metering, UPS, generators), Fire detection and any other component of the building where devices can be controlled.
  • Take ownership and responsibility for EIB’s tools and data in this area
  • Identify HVAC systems upgrade opportunities to put in place new technologies which allow the optimisation of their operation ensuring an optimal comfort for staff at a minimum energy consumption
  • Plan deployments and controls upgrades in agreement with the Building Operations and Maintenance Unit team and the maintenance contractor
  • Stay abreast of technological and service offering developments in facility management services related mainly to HVAC systems and advise the Head of Unit on operational decisions providing regular reporting on activities under her/his responsibility
  • Coordinate complex activities on site related to building operations in close collaboration with the external suppliers as well as multiple internal and external stakeholders
  • Contribute to the implementation of transversal initiatives involving different teams in the Department and requiring a high degree of collaboration and organizational skills to manage priorities when working on multiple projects

Qualifications

  • University degree preferably in HVAC or electrical/technical engineering or associated disciplines.
  • At least 3 years of relevant professional experience in engineering, preferably in HVAC, technical building maintenance or any relevant field.
  • Proven knowledge of technical building maintenance standards and best practices (HVAC, electricity, and security systems).
  • Ability to get involved in projects, to provide results with a good follow-up of the constraints: schedules, deliverables, reporting, risks, setting priorities.
  • Experience in implementing and managing information systems for industrial installations and/or facility management would be an advantage.
  • Excellent knowledge of English and/or French (*), with a good command of the other. (Knowledge of other EU languages would be an advantage).

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
